Are they peoples' genuine representatives ? | | | When the PDP Chief spokesman,Naeem Akhtar,obliquely accused the National Conference of assisting those who had given a call for poll boycott in 2002 and 2008 elections it was a revelation worth serious cognisance.Akhtar made this disclosure simply to highlight his claim that the NC candidates,who had made it to the Assembly in 2002 and 2008 from the eight constituencies of Srinagar district,were not the real representatives of over 12 lakh people of Srinagar district.Akhtar is not incorrect.These eight NC candidates have polled something between 14 and 20 per cent votes in 2008 and in the 2002 election they had polled 11.17 per cent.Such a poor polling percentage seems to be intriguing when even in the militancy infested constituencies in the Kashmir valley the polling percentage ranged between 23 and 55 per cent in 2002 and 2008 elections.In 2002 poll Kupwara district registered an overall polling percentage of 53 per cent followed by 40.8 per cent of polling in highly sensitive district of Baramullah. Those who are sceptical about Akhtar's theory need to enlighten themselves by comparing the polling in Karnah constituency, which kisses the border with Pakistan occupied Kashmir,with Amirakadal constituency.In 2002 karnah constituency registered 65 per cent polling against 3.06 per cent in Amirakadal constituency. Logic says that a candidates who has polled just 4 to 6 per cent of total polled votes should not have the face to claim to represent the people of his constituency.And by the same logic one may dispute the claim of the Law and Parliamentary Affairs Minister,Ali Mohd.Sagar,and Chief Minister's adviser,Mubarak Ahmed Gul to represent the people of Khanyar and Idgah respectively.Hence they have no urge to ensure proper development of the constituencies they represent in the state Assembly.It is on the basis of this poll record that Naeem Akhtar has alleged that the eight Assembly segments in Srinagar district,which are represented by the NC leaders,have not witnessed any development since 2002. If they did nothing to develop their constituencies in Srinagar between 2002 and 2008 they had no fear of being defeated by the people in the eight constituencies.They had learnt one mantra and the mantra was to enforce poll boycott for which the call had been given by the separatists.Once they were able to enforce the boycott call they would see to it that their supporters and those who were members of the National Conference came out and voted for them. In the absence of any enforcement of the poll boycott NC may have lost six out of eight seats in Srinagar district. The NC candidates may repeat the same practices whenever the next Assembly elections are held in Jammu and Kashmir.Hence development need not be their poll agenda.Since 1951,when the first elections were held in Jammu and Kashmir,National Conference leadership has not allowed to have free and fair elections.It indulged in various types of poll irregularities even during the time the party reigned supreme.The NC leadership,which has tasted power for more than 30 years,is berated for having institutionalised nepotism,corruption and regional discrimination.Knowing fully well that even as regional party it is Kashmir centric the NC leadership initiated measure that led to discrimination of people of the Jammu region in all fields of activities.In a bid to prevent power flowing from the Kashmir valley to the region of Jammu it has amended the constitution to see that fresh delimitation remained in cold store till 2026.But the NC leadership should know that once its political mischief reaches the saturation point people may not be passive spectators of its ommissions and commissions by demonstraing their power to dislodge the 72-year old party from the seat of power. |
