| Political interference or departmental connivance, but encroachments go unabated | | | Early Times Report
Jammu Dec 8: Be it the political pressure or lackascidal approach of the administration in Samba district but it is true land encroachment going unabated in Samba district enraging people to stage protest against the illegal encroachments on govt land and Ghair Mumkin lands.
A few days after Samba people raised the issue of the illegal filling up of a traditional pond and its illegal encroachment, now the locals in Jatwal Vijaypur of Samba District are up in arms against the administration against encroachment of forest land and traditional wetlands of their area by the active land mafia pond.
Locals in Jatwal held strong protest against Samba administration against alleged illegal deforestation and land encroachment. Surprisingly neither any government officer nor so called high profile environmentalist have turned to the locality to see the matter.
According to Ranjit Singh though the people of Jatwal have lodged a written complaint to tehsildar Samba for necessary action against encroachment of nallahs and common paths of village but no action has been instigfated so far.
During a protest today which locals namely Hansraj, Desraj, Anil Sharma, Thodu Ram, Munshi Ram, Sunny Sharma, Rani Devi, Sandhya Devi, Kamlesh Rani and Sarita Devi alleged that an influential person of Jammu purchased a piece of land at Jatwal who illegally has started capturing the surrounding land of locals including Ghair Mumkin Khad (nalluha) and common pathways in connivance of some black sheep in revenue department and the political influence too.
They lamented when they objected encroachment local people were threatened of dire consequences. Locals alleged that person has encroached the near by forest land and has fell hundreds of plants of Khair which is criminal offence. They also alleged that no person from revenue department turned for demarcation despite they were assured by Assistant Commissioner (Revenue) Bansilal in this regard.
They further alleged that the revenue department and district administration are fully aware of all and no legal action has been taken so far.
The local people warn district administration if these illegal encroachments are not removed soon they will come on road and protests against administration.
That the nexus between politicians, land grabbers and revenue officials is so powerful that no revenue person is dispatched either from DC Samba or revenue minister for demarcation of pond and under the wrong done.
Pertinent to mention earlier to this a matter of encroachment was apprised to DC Samba by a deputation of Sarpanches and Panches of Vijaypur in whivchg they alleged that a 18 kanal pond falls under khasra number 276 which in revenue record is 1 kanal 15 marlas – Mera Abbal for which some influential persons grabbed after showing them an order vide S-432-C,8 kanal 04 marlas-Rafa Aam ( 7 kanal 10 marlas Gair Mumkin Talab+ 14 marlas Gair Mumkin Khola) 7 kanal 19 marlas Gair Mumkin Road Nazaij Khabaj encroached by land grabbers with alleged connivance of administration as the office of Tehsildhar Samba, H.Q Vijaypur, Office of Committee, Vijaypur, Police Station Vijaypur, Executive Officer Elect and Maintenance Vijaypur which is at stone’s throw but preferred a Nelson’s Eye approach towards the sensitive matter. Finding no solution from local administration the Sarpanches ands Panches have approached to the Minister for Revenue and Relief Raman Bhalla to initiate inquiry in the alleged land scam.
According to the complaint submitted by panches and sarpanches of Vijaypur to Minister for Revenue,( the copy of which in possession of Early Times) the complainants alleged that while they started running pillar to post, Municipal Committee Vijaypur passed the site plan putting norms aside.
