Govt orders not implemented, Secretaries pulled up for 'delay' | Transferring departmental powers to Panchayats | | DCs asked to monitor progress,prepare reports at block levels

JAMMU, Dec 8: The slogan of devolution of powers and empowerment of Panchayats by the NC led coalition government is turning out to be hollow with complaints galore flooding in from various quarters that none of steps announced so far have not been implemented in real spirit. The devolution of powers to new representatives through various departments , that was sought to be implemented by departmental authorities has also not come through, prompting Chief Minister, Omar Abdullah to entrust this job to the Deputy Commissioners . According to sources government has been lately flooded with complaints from the Panches and Sarpanches that they have not been given any powers nor any rights to execute or ensure execution of development works which was desired to be done through departments functioning at district and block levels. The government has also received a poor feedback at the conference of Panches and Sarpanches filled with grouse and grievances of the these elected representatives of democratic institutions who feel alienated and isolated at all levels, sources said adding that following this feedback the government has now directed the District Development Commissioners to monitor and ascertain the status of devolution of powers to the Panchayats. The DCs, sources said would not only prepare a detailed report as to what steps various departments have taken so far but henceforth they would check whether the directions given by the government in terms of authorizing Panchayats and their representatives to take any decision with resources available from the departmental authorities , have been implemented within stipulated time. The report to be prepared by the DCs would be presented in the upcoming District Development Board meetings. The decision to this effect was taken today in a meeting by the Chief Minister Omar Abdullah which was attended by the cabinet ministers and senior functionaries of the administration.Sources said some cabinet colleagues both from Congress and NC have taken cognizance of the complaints and conveyed this ' concern' to the Chief Minister. The latter has now given directions afresh with regard to ensuring empowerment of panchayats , with a dose of admonishment to the secretaries of various departments not to take it casually nor there should be any complacency in following whatever they are required to. Even as it has been the contiouos complaints coming from all segments across the state that has compleleld the government to take a stock of the things afresh as to what is on ground with regard to its assurances on devolution of powers to panchayst, the Chief Minister, however today chose to put the things in a fresh perspective by asking the Administrative Secretaries to sensitize their offices at down below so that panhayats could be involved in the formulation of next year's Annual Plan. "A strategy is required to be adopted right from now to incorporate panchayat members in the plan formulation so that funds are earmarked accordingly for works at panchayat, block and district levels", Omar said in the meeting today.
