CBI seizes records in Srinagar defence land scam | Some arrests likely; 70 NoCs cancelled | | EARLY TIMES REPORT Srinagar, Dec 9 The two member CBI team, probing Srinagar Defence land scam, has recommended to the Defence Minstry to cancel 70 NoCs issued by then Defence Estates Officer Kashmir Province, Abay Choudhary, in favour of various private parties to occupy land owned by Indian Air Force near Srinagar Airport, CBI sources told KNS. The CBI team led by SSP, Ashwini Kumar Chandand and Additional SP Anil Singh had come to Srinagar on November 28 to probe the alleged irregularities committed by the Defence Estates authorities in connivance with state revenue authorities and land sharks. “The team left back for New Delhi on December 3 and they will return here in the last week of December for further investigation in the scam,” sources told KNS. The CBI probe, they said, has found that private parties were allowed to buy more than 100 acres of land near sensitive military installations in Srinagar on the basis NOCs that were granted fraudulently. “The CBI officers during their stay in Kashmir had meetings with SSP Budgam, Deputy Commissioner Budgam and revenue officials. 70 NoCs which had been issued by the Srinagar based Defence Estates authorities have been seized by the CBI which were issued by Abay Choudhary in favour of various private parties against the land occupied by Indian Air Force,” sources added. A highly placed source from New Delhi told KNS that some arrests are expected in the scam after the CBI team comes back to the Valley in last week of December. Earlier, an internal probe by the Defence Ministry had found that private parties were allowed to buy more than 100 acres near sensitive military installations in Srinagar on the basis NoCs that were granted fraudulently. After these revelations came to fore, Defence Minister, A K Antony had informed the Parliament that on receipt of complaint, a preliminary inquiry was conducted during which it was found that prima-facie there have been irregularities in the issuance of NoCs which may have wider implications. Ministry of Defence owns large tracts of land of 17.53 lakh acres nearly, out of which approximately 1.57 lakh acres is situated within the 62 notified Cantonments and about 15.96 lakh acres is outside these Cantonments. Deputy Commissioner Budgam, Rafi Ahmad confirmed to KNS that the CBI approached his office for records related to the NoCs. “We are collecting revenue record and will hand over it to the CBI soon We are in touch with them,” he added.
