In a press statement NPP MLA Harsh Dev Singh stated that Bill seeking the regularization of all employees in the aforesaid categories who had completed seven years was passed by both houses of Legislature in Feb. 2010 session. “It is unfortunate and rather most distressing to note that the govt. had slept over the issue for around two years and failed to take action in conformity with the provisions of the Act for regularizing such employees, he said. Seeking early govt action on the subject, Singh sought the inclusion of contractual lecturers of govt. schools and degree colleges within the ambit of the scheme. He said that the said category had been wrongfully omitted and excluded from the purview of the scheme. He further sought regularization of all daily rated workers who had competed seven years in conformity with the govt. orders issued on the subject. He sought fixation of responsibility and appropriate action against delinquent officers/ officials. Harsh Dev Singh further expressed solidarity with agitating State govt. employees, Home Guards; SPOs, RETs, Physiotherapists, Electropaths, ITI trained youth, Unemployed Engineers, Social Forestry graduates and other unemployed youth and students who had resorted to peaceful dharnas and demonstrations at various places in the state. He said that the matter pertaining to the absorption of the aforesaid categories had been taken up by the NPP legislators in the Assembly and it was assured to take appropriate action in the matter. He urged upon the Chief Minister to take action in consonance with the assurances given on the subject. He also expressed concern over the non-filling up of several thousand class IV vacancies in various govt. deptt which were vacant for the last 5-6 years. He said that though the exercise for filling up the same had been initiated in Kashmir region, the posts of Jammu region had not even been advertised. Singh further reminded the Chief Minister of his announcement made in August 2010 to fill up 50,000 posts on fast track basis and to further engage 43,000 casual workers which had neither been honoured nor any action initiated on the same by the authorities concerned.
