Multilayered parking places in offing to check traffic congestion in Jammu city: DIG traffic | Emphasizes need for 'self discpline' among people | | Asif Iqbal Naik Jammu, Dec 10: Reacting to the news item published in "Early Times" on 8-12-2011 titled "Menace of growing number of vehicles in Jammu and Kashmir, Jammu may turn most congested city in traffic density toppling Tokyo No 1.", Deputy Inspector General of Traffic Police Jammu, Danesh Rana has agreed that the number of vehicles in Jammu city has increased manifold in recent years as a result of which people are comparing it with a city like Tokyo.. Rana while accepting the news item published in "Early Times" said "You are absolutely right that the vehicular traffic over the year has increased manifold in Jammu City, the reason I attribute it to is that the consumers' buying capacity has gone up as more and more people are in a position to buy vehicles." He said the purchasing power of the people has gone up. "Purchasing power and desires of the common man have gone up, besides, the availability of the vehicles has also gone up as the variety of vehicles are available in the market from the cheap Nano Car to a very jazzy car." Rana said. "Unfortunately the growth of the vehicles has increased and cannot be tallied with requisite infrastructure in terms of availability of wide roads, the flyovers that are required, subways which are required and this has led to a lot of conjunction in lots of areas." he said. He also said that in a city like Jammu is not a planned city like Chandigarh, as a result of which the increase in vehicular population is not tallied with proportionate infrastructure which has led to traffic chaos and conjunction in the city. He said it is unfair to compare Jammu with a city like Tokyo. "But at the same time I would like to say that the comparison between the two cities, Tokyo and Jammu is slightly unfair. The reason being that the Tokyo is a huge city--- you cannot compare Tokyo with Jammu because Tokyo is a city which is well planned, it has a well defined metro system that caters to the large load of passengers and commuters that helps to reduce the traffic load in peak hours which is not the case with Jammu," Rana said. He said the people in Japanese society are quite disciplined as compare to the people living in Jammu. "We have more law abiding citizens in Tokyo as compared to what we have in Jammu--- So the respect for the law of the land for traffic rules also contributes to a greater traffic discipline which is to a large extent lacking in our society." Rana said. He said people in Japan learn from their previous mistakes, but people in city like Jammu are habitual traffic violators and violate the same traffic rule again and again, but in Tokyo, people don't repeat such things next time. Mr. Rana said that department has taken certain measures to cater with the growing menace of traffic in Jammu city. "It is a very wide issue--- there are certain steps that we have initiated, there are certain suggestions that we have made to other departments that can be classified into small term measures and long term measures." Rana said. "We have introduced certain parking areas, we have introduced no entry zone, we have introduced single side parking and these are some of the measures which we thought and deemed fit and are required for better streamline of the traffic in Jammu city which we have introduced." Rana said violators were regularly challaned and the department has also introduced mobile vehicles, traffic regulatory posts, periodically made announcements as other measure to streamline the traffic. "Sometime, we have the pressure from VVIP vehicles like recent visit of President of India to Jammu, sometime we have processions, sometimes we have striking employees on roads that adds to traffic chaos as well. But through effective regulations and management, we to a large extent succeed in controlling it." The DIG confirmed. He said the completion of 4th bridge on river Tawi will help in avoiding traffic conjunction on city roads as the bridge will provide an alternative road link for vehicles on way to Srinagar and other places. The DIG believes there is a dire need for alternative link roads which would connect the Pathankot with other parts of the state and keep the major junk of the traffic out of bounds from city roads. He said the department has suggested some measures to the government for overcoming the menace of growing number of vehicles in Jammu city. "One of the reasons for conjunction in Jammu city is because there is lack of advocate space for parking of the vehicles for this we have planned for three tier multilayered parking places which is coming up in next few years for which the survey has already been done and once these building comes up--- to a large extent particularly in old city, parking problem of vehicles will get solved." he said. "Today, I doubt there is any house in the city that doesn't own a vehicle and I am sure every house has got two to three vehicles and we have seen that most of those houses do not have any parking space at home and they park their vehicles on the road," he said. Rana said that one of the major suggestions which they have made to the government is that if a person buys a vehicle, he/she should produce an NOC in which he/she should be bound to show the area where they intend to park their vehicles. Rana said the demand is similar to one which the government asks at the time of opening of malls, commercial centres, shopping places etc, where the government seeks an NOC from the concerned agency as far as traffic space is concerned, as the people are expected to come in vehicles to such centres. |
