Eminent writer questions transfer of registration powers to executive | `Reduce LA term from 6 to 5 years' | | Asif Iqbal Naik Jammu, Dec 11: Prominent Urdu writer and Senior Supreme Court Lawyer Sham Sundar Anand Lehar has slammed Omar Abdullah Government for transferring registration to the executive. Sham believes the move shall bring the process under direct control of the Revenue Ministry and thus promote corruption. The eminent writer said it was an attempt to embolden land encroachers who have encroached thousands of acres of forest land, state land and agriculture land. Lehar said that land mafia in collaboration with politicians, police officers and bureaucrats encroached land worth corers of rupees at several prime locations in Jammu city as well as in Srinagar and at several places across the state. Pertinent to mention the registration powers are vested in the judiciary since 1928 when Maharaja ruled the state. In rest of India these powers are enjoyed by the executive. Rejecting government argument that it will bring the state at par with the other parts of the country; he said Omar must first reduce the term of Legislative Assembly from six to five years as in other parts of the country it is elected for five years. "Even the Prime Minister holds office for five years", he said. Lehar further questioned the strength of the ministers in the state cabinet. In other states the cabinet comprises only 15% of total strength of legislature but in Jammu Kashmir it is 20% which again suits the politicians. "The aim and objective of a welfare state is to create avenues for generating employment, but by adopting such methods the government is trying to snatch the livelihood of thousands of people including the advocates. Instead of snatching the right of the advocates, government must frame laws to ban construction on agriculture land", he said. |
