SFC babus maul JKSFC Act | Create posts of Chief General Manager, Director Finance | | Asif Iqbal Naik Jammu Dec 12: Throwing State Forest Corporation Act 1978 to winds, the SFC officials have created posts Chief general manager and Director Finance. Pertinent to mention the Act empowers the corporation to create posts of Financial Adviser cum Chief Accounts Officer, General Manager and Secretary. The Act also empowers the government to appoint seven members, five from the officers and two from the legislature as directors of the corporation. As per the Act, Minister of Forests will be the Chairman of the Corporation and MOS Forest if any the Vice Chairman. The Act also gives power to the government to appoint one of its directors as Managing Director of the Corporation through notification in Government Gazette. But in total violation of the Act, the IFS babus re-designated their posts as Chief General Managers in place of General Managers as laid down in the Act. Not only had the IFS babus, the Managing Director also obliged these IFS officers by communicating with them through letters in which he (MD SFC) designated them as Chief General Managers instead of General Managers. The re-designation of these posts has had a serious bearing on the integrity of the officers from the parent department (Forest) are posted as merely DFO's. These IFS stay at the headquarters at Jammu and Srinagar. Surprisingly none among the babus is ready to serve in Doda-Kishtwar circle which is considered the busiest circle in the entire state. The power and influence exercised by the babus can be gauged from the fact that they created the post of Director Finance- a post that can be created by the legislature. While Act was brazenly violated by the babus, the secretary and the concerned minister watched helplessly. This, incidentally, is the same Act that monopolized the proceedings of the legislature for quite some time to accommodate a small amendment. On October 9, 1978 a semicolon (;) was replaced by a full stop (.) and the legislature moved a bill and passed the same in both the houses. |
