433 illegal appointments in SKUAST, Judicial probe nowhere in sight

JAMMU, Dec 12: 433 appointments were made in complete violation of recruitment rules by authorities in Sher-e-Kashmir University of Science and Technology (SKUAST) Jammu between 2005 to 2008 yet comprehensive judicial probe remains elusive.
Word has spread across all circles that alleged kingpins have been left out while those at fringes have been booked. Barring ex-vice-chancellor Dr.Nagender Sharma, none of the top officials have been booked. Those who have booked were either members of various committees or low ranking officials, seemingly incapable of making appointments or issuing orders of regularization of even a single individual on their own.
Government which constitutes commissions and probe panels even at a whimper did not do much beyond ordering audit of the accounts of SKUAST. SVO did its job and has submitted challan in the court of Anti-Corruption judge despite limited resources at its command but government especially Raj Bhawan, which has two efficient bureaucrats (one serving and other retired) manning its affairs has seemingly contended itself with what has transpired so far in this scam.
If the sources are to be believed, no explanation has been sought from the present vice-chancellor Dr. B.Mishra for denying sanction for prosecution of five top officials, of whom one was Chairman of all the committees. Sources assert that Raj Bhawan should have ordered a judicial probe into the entire scam to ensure removal of rot from the university in toto. They assert that 433 appointments are a huge number.
Audit report, copy of which is with Early Times, had appraised the government as well as Raj Bhawan that while reviewing the records of selection process of SKUAST, it found out that authorities vide advertisements no: 2 of 2006 dated 17-11-2006 and no.3 of 2008 dated 11-03-2008 advertised 60 posts and 37 posts respectively for the appointment of staff under different categories.
It added that during the year 2007-08, against advertised posts of 34 Assistant Professors, Junior Scientists, Subject Matter Specialists, Lady doctors, 67 posts were filled up. i.e 33 in excess. Simultaneously, during year 2008-09, against 21 advertised posts, 25 people were appointed i.e 4 in excess, reveals the audit. It points out that of 55 posts of Assistant Professors, 92 appointments were made between 15-06-2007 to 22-07-2008.
Audit has concluded that there is an excess of 37 posts which were filled up during the period in complete violation of recruitment rules and out of 37 posts filled during the period in violation of recruitment rules, 32 were filled up against resultant vacancies. Audit has pointed out that as a matter of rule candidates should have been selected against the advertised posts only.
Excess posts filled with reasons best known to the authorities should have been advertised afresh arbitrarily for the selection of candidates on competitive basis which was not done by the authorities, audit has stressed. Further, audit had observed that out of 134 posts filled up during the year 2007-08, 74 posts were filled from Jammu and Kashmir while 60 were filled from outside the state.
Audit had pointed out that university had made 295 contractual appointments in various categories during the year 2005-06. Audit stated that appointments had been made for security, night watchers, labour attendant, helpers, field workers, computer operators and mali. However, as per records, VC constituted committee vide memorandum no: AUJ/VC/Appt/260-66 dated 15-06-2009 for screening contractual appointments.
Audit has said that university further appointed 101 employees on Adhoc basis w.e.f 2005-06 to June 2008 against the vacant posts in the university and these were appointed despite ban imposed by government on making such appointments during the period mentioned above.
It needs to be mentioned here that a special audit team had been assigned the task of preparing a comprehensive and full audit report of the accounts of SKUAST Jammu for the period 4/2006 to 9/2008. Team took up the audit on 17-06-2009 in compliance to Director General (DG) Audit and Inspection's order no: 38-DGAI of 2009 dated 16-06-2009 and Commissioner/Secretary to Finance Department's letter no: DA/AUJ/142/PS/09 dated 05-06-2009.
Led by then Director Audit and Inspection and present, Director Accounts and Treasuries Wali Mohammed Bhat, audit team included J.D.Sadhotra, R.D.Singh, C.L.Sharma, Suraj Prakash, Shiban Krishan Koul and S.K.Koul. The team submitted the report vide letter no: DGAI/Audit/438/96 dated 14-07-2009 to then Commissioner/Secretary Finance, then Vice-Chancellor (VC) SKUAST and Principal Secretary to Governor for information as well as further appropriate action.
State Vigilance Organization has already presented challan against Dr Nagendra Sharma, then Vice Chancellor SKUAST Jammu, Ashok Kumar Koul, then Registrar, Iqbal Singh, then Estate Officer (now Executive Engineer SKUAST), Vishal Tandon, Vinayak Vikram, Narender Kumar Raina and Ankur Sharma (beneficiaries) in illegal appointments case.
