| SC commission serves notices to DG Prisons, SSP Jammu; seeks action against district Jail head | | | Sumit Sharma
JAMMU, Dec 13: National Commission for Scheduled Castes (NCSC) had served notice to district SSP and DG Prisons to take action against Superintendent Jail Ambphalla Vinod Kumar and other officials working with him for harassing former jail cop in the jail premises on one pretext or other.
If the sources are to be believed National Commission for Scheduled Casts in a letter No 2-JK/2/2011 had through a letter addressed to SSP Jammu asked him to book district Jail Head Vinod Kumar under relevant sections for harassing one Surinder Kumar son of Ram Lal of 204, Mohalla Ustad Jammu in jail premises.
Commission had served notice to the SSP Jammu following a complaint lodged by Sunita Devi, wife of Surinder Kumar in which she alleged that her husband, who is scheduled caste, is being harassed by the jail head. Sources further said that, in response, SSP Jammu informed the commission that since Surinder Kumar is lodged in the district Jail, they should write to the IGP Prison, Jammu.
Commission, on the basis of letter forwarded by SSP Jammu has written another letter to DGP Prison Naveen Agarwal. Meanwhile, the family members of the Surinder had also apprised DGP prisons alleging that jail head demanded money from the prisoners through his karyakhas Sonu Sharma, a cop in district jail. If the source within district jail is to be believed, district jail head has made Sunny Baba, a hardcore supari criminal, booked for allegedly taking supari from Nagar to kill the eyewitness in Amandeep Murder case, Physical Exercise instructor in complete violation of norms and rules of jail.
Sunita Devi in a complaint letter to the DG Prisons alleged that guards stationed at District Jail Ambphalla are giving undue favours to notorious criminal Sunny Baba while charging money from others. Jail superintendent is facilitating this nexus. Sources said that the superintendent jail Vinod Kumar had retained the posted as District Jail head after he filed case against his posting to Srinagar.
Sources working with jail administration said that this kind of access was never provided to any inmate's visitor in the past. "It is a serious violation of rules and a security breach as a visitor is barred from reaching the inner perimeter of the jail," the source said. Surinder Kumar was booked for helping former Central jail head Saleem Beigh for hatching a 'conspiracy' and favouring the alleged culprits in Amandeep Murder case from inside the jail premises.
A weapon was also recovered from the possession of Surinder Kumar. Sunny Baba was also arrested for hatching conspiracy to eliminate Sudarshan Singh Wazir, an eyewitness of the case. She further alleged that Jail Superintendent has been harassing her husband. "My husband is forced to do physical work for hours besides he has been kept with two lunatics," alleged the wife of Surinder. She said maintained that her husband is a sugar patient and would not be able to tolerate physical torture any more.
Pertinent to mention here that earlier DG Prison Naveen Agarwal when contacted confirmed that district jail head Vinod Kumar had filed case against his posting to Srinagar for reasons best known to him. He also assured of initiating departmental action into the allegations being leveled against SP District Jail Ambphalla as and when he receives the complaint. |
