early times report
Srinagar, Dec 14 (KNS): Putting aside all the rules set for centrally sponsored National Rural Health Mission, Block Medical Officer Kupwara has attached at least eight influential female multipurpose workers with Sub District Hospital.
According to KNS the startling revelations has come to light after Showkat Masoodi, a social worker from Kupwara sought information under RTI regarding the placement of the officials engaged under NRHM.
The Public Information Officer for Health department in his response to the application disclosed that eight FMPW who were engaged for different rural areas have been attached to SDH Kupwara. According to PIO, the workers include Meema Akhter S/C Khumriyal, Tehmeena Malik S/C Batergam, Zubaida Amins S/C Bubernag, Syed Jameela S/S Hatmullah, Hafeeza Bano S/C Pushwari, Saleema Bano S/C Shumriyal, Nishada Bano S/C Karihama, Rubeena Bano S/C Mirnag.
Insiders say that these officials were engaged last year for their respective localities under NRHM scheme so as to provide the basic health care to the locals. However, only after a couple of months they joined their respective places of posting, all were attached to SDH Kupwara rendering the poor people of the localities they were supposed to serve wondering.
Pertinently NRHM has very candid and strict rules regarding the engagement and posting of the officials. Under such rules no one engaged under this scheme can be displaced from his or her place of posting as the scheme itself has been launched to provide basic medical care to the rural population.
Meanwhile, some 28 medical and paramedical staff which includes two B grade and five Assistant Surgeons have been working in SDH Kupwara for last more than five years which according to locals has made the hospital dysfunctional.
In another reply to the same application, the PIO has revealed that BMO Kupwara has received over Rs 82 lakh under NRHM for the current financial year out of which only Rs 91 thousand have been spent on immunization programme.
Rs 54,90,577 have been spent under ‘flexi pool’ whereas Rs 16,78,330 have been spent as additionalties.
