Police yet not ready to replace Army in Jammu Kashmir

Jammu, December 14: If Government reports are to be relied on it may take some more years for the police in Jammu and Kashmir to take the baton from the Army the responsibility of tackling militancy in the state.
No doubt between 1990,when militancy took roots in the state, and 2011 the total police strength has increased from 30,000 to over 1.25 lakh, it is yet to be fully equipped for dealing with the terrorists.
Senior police functionaries said that besides the need for adding over 40,000 men in the Armed police the Department needed more infrastructure in the shape of sophisticated weapons, means of communication and transport. They said that the in-service police in the Armed Police and the new recruits require rigorous training before they could handle the job of dealing with terrorists without the support of the Army and the paramilitary forces.
Police sources said that after the latest plan of Jash-e-Mohammd and Lashkar-i-Toiba on giving teeth to violence not only in Jammu and Kashmir but in other Indian states it has become mandatory for the Government to raise at least 10 new Armed police battalions within net two years which could help the Government in implementing its plan on withdrawing troops from within some civilian areas.
Police functionaries said if Jaish and Lashkar have announced to intensify their subversive activities they will start them from Jammu and Kashmir because the LOC and the IB in Jammu and Kashmir will be the main route for the infiltration militants.
These functionaries said even if the plan on withdrawing troops from within the civilian areas of the state was kept on hold the need for increasing the manpower in the Armed police cannot be ignored. They said the stat Government should take up with the centre the need for raising five police battalions every year so that the the police manpower was sufficient for taking from the Army for tackling terrorists within next five years.
