Govt yet to decide on appointment of Secretary to Cultural Academy

JAMMU, Dec 14: The Government is yet to decide on appointment of successor to Zaffar Manhas as Secretary of J&K Art and Cultural Academy. Though various names are making rounds for the coveted post the final decision is to be taken by Chief Minister, Omar Abdullah.
According to sources out of names which are making the rounds include two lady officers of the Academy one is Deputy Secretary, Savita Bakshi and another is Shamima. Both of them are from within the organization while the Government has also constituted a Special Committee to make selection from a panel of the people outside the Academy. However some names which were recommended by the Committee included Aziz Hajni and Nayeem Ahmed, sources added.
Sources said that these names have however not been cleared by the Chief Minister in whom final powers for making selections vest for obvious reasons. The Government is likely to appoint an outsider to the post who is well versed in the filed of art and literature, sources added.
Sources said that in this regard one prominent personality from Kashmir who was associated with BBC in London has approached the Chief Minister for considering her name to the post and Abdullah most probably may give her consent to it. However he has not as yet cleared her file too, sources added.
But the Government is under constant pressure for making selection within Academy, sources said, adding that the employees within the organization have taken serious exception of making selection from outside. The employees also want that the Constitution of Academy be amended in this regard and the selection for the coveted post be made within the organization from the senior officials.
The employees are also of the opinion that selection to the post be made within organization through interview by a selection Committee comprising of a senior bureaucrat, some prominent persons from the field of art and culture and the Minister of culture, sources said.
Sources said the employees and officers of organization were facing lot of harassment by thrusting an outsider as the head of the organization on the basis of selection made by the Chief Minister. Such a step by Government in the past has added to the functioning of the organization to a great extent. Moreover by thrusting an outsider in the organization is also causing an embarrassment to the senior officers of the organization, sources added.
It may be recalled that the post of secretary to Academy is lying vacant after Manhas was forced to quit though he was assured to get an extension of one more year. The row between Minister and Manhas led the Government to ask the alter to put in his papers and Atal Duloo Commissioner Secretary was given the additional charge as secretary Academy last month.
