Militancy in Kashmir is dormant & not dead

Is militancy dead in Jammu and Kashmir?This question has assumed significance after a senior National Conference leader,Sheikh Mustafa Kamaal,stated that the gun attack on Law Minister,Ali Mohd.Sagar,had been engineered by the Army or by the PDP.Kamaal's logic rested on his assumption that militancy has died in Kashmir.But if Kamaal needed proof for his goof it was given by none other than the Corps commander,Lt General S.A.Hasnain.Hasnain has stated that it was wrong to say that militancy was over in Jammu and Kashmir.In this context he referred to frantic efforts being made by agencies across the border to push groups of gun equipped militants into Jammu and Kashmir.He has referred to the presence of large number of militants on the launch pads across the LOC in Jammu and Kashmir.And surprsingly Gen.Hasnain treated the Sunday gun attack on Law Minister,Ali Mohd.Sagar,as a clear indication that militancy had not ended in Jammu and Kashmir.It may not sound amazing if politicians like Mustafa Kamaal,dub Hasnain's statement and analysis as an attempt at preventing the Government from withdrawing AFSPA from some areas in Jammu and Kashmir.
If one reads Hasnain's statement between the lines one is convinced that the situation in Jammu and Kashmir can be influenced by the developments in Pakistan,occupied Kashmir and in Afghanistan.He is right when he says the security scenario in Jammu and Kashmir could assume difficult proportions if the activities of terrorists in Afghanistan,Pakistan and occupied Kashmir show no signs of improvement.Intellignce agencies besides the Army have apprehensons that in case the terrorists of various hues,including the Talibans,enjoy the upper hand in Afghanistan,Pakistan and occupied Kashmir some of them could sneak into Jammu and Kashmir for giving teeth to the ongoing armed campaign against India.Political analysts are of the opinion that following widening of distance between Islamabad and Washington after the US Drone attack in which 24 Pakistani soldiers were killed,had provoked Pakistan to force the US troops to clear the air base.Islamabad was now planning to make it further hot for Washington as far as US war against global terror was concerned.
Normally a country of the size and strength of Pakistan would have not dared to take up cudgels with the super power like the USA had not Islamabad received support from Beijing.Though the stand Islamabad has taken against Washington is a ploy to keep the separatists and fundamentalists in good humour because they have been blaming Pakistan Government for having caved in before the American forces it may encourage terrorists to kick up subversive violence not only in parts of Pakistan but in Afghanistan too.This is of great worry for India that too when winds of political instability have started blowing across Pakistan.The recent reports suggesting covert moves for a coup by the Army have been linked with Asif Ali Zardari's sudden air dash to Dubai.However,the latest reports indicate that for the time being there is no threat of Army takeover in Pakistan.One thing is certain growing political and security instability in Pakistan and Afghanistan can have direct impact on India and it is in this context that New Delhi is spending tonnes of money on various development projects in Afghanistan and has been showing keen interest in promoting cordial ties with Pakistan and Afghanistan.It is time for Islamabad to reciprocate New Delhi's peace gestures failing which Pakistan can be in deep trouble when its relations with Washington have started getting under stress and strain.
