Time to formulate new States Reorganization Panel

Very recently, UP Chief Minister Smt. Mayawati got the Vote – on –account and state division resolution passed without any discussion in the State Assembly in less than half an hour, reflects sheer example of how the politicians are making a mockery of the parliamentary democracy at will . Now such mooted proposal needs Union government nod. Constitutionally, Parliament would consider only if the proposed resolution gains the approval of the President as per Article 3 of the Indian Constitution.
In fact such a demand has never acquired a popular support as the division of Uttar Pradesh which as per the Ruskin Bond is in a world itself, has never been a people’s issue. Such a proposed division of our country‘s biggest state into four parts namely Paschim Pradesh, Awadh Pradesh, Purvanchal and Bundelkhand , is the well planned, pre-poll political gimmick, to meet political goals and ambitions with selfish motives . This idea has been floated in the light of the forthcoming elections to woo the voters of the states. Ms. Mayawati has played a gamble by trying to divert the attention of the voters from her own failures in curbing the unabated crime and flourishing malpractices.
In fact ,her government has failed to protect the poorer section of the society and particularly women folk from the growing atrocities towards them .The scale of the corruption in UP is unending and the woes of the common people is unheard of. The outright opposition to such a projected move by any political party, at this crucial juncture when elections are in sight, by the different parties could prove as counter – productive. There is no doubt, that the division of such a big state into smaller portions would help in better governance, make effective accessibility, establishing healthy rapport between the ruler and ruled ones and tuned administration leading to overall growth and development but such a step would equally initiate a debate/row on further division of states asking for division/creation like Telangana issue in Andhra Pradesh, already in air.
But sincerely speaking if the ruling elite have a strong political will to do something creative for the welfare of the masses, then nothing can stand their way in holding the development. What is desired the most is the fair distribution and utilisation of the resources, funds that meet the demands of the people for which the amount is earmarked rather than siphoning of the amounts in the personal pockets? Development needs foresightedness and political determination rather than banking upon the creation of small units. Contrasting profiles of Bihar and Jharkhand stands testimony to this fact that Jharkhand who has enviable industrial base and richest mineral resources platform failed to rise owing to extensive corruption,minning scams and political intrigues whereas Bihar with his limited resources have paced towards growth and development in the last one decade or so especially and is gaining slowly its lost pristine glory.
The creation of new units demands basic infrastructure for which massive financial investment is required and in doing so the overall development in other spheres of life shall suffer immediate jolt. Moreover disturbing the existing arrangement would make the new states vulnerable and dependent on the generosity of the Central government. Apart, the smaller states will also suffer from the political tug of war if the central government and state government are of different political parties/groups .The sole criterion for the creation of new states which should have been to remove the regional imbalances ,promote economic development and ushering one and all on the path of progress but unfortunately the earlier endeavours made have not been turned out as fruitful as desired .In reality a separate nexus among the politicians ,industrialist and bureaucracy have cropped to exploit the mines, Land, minerals ,forest and water bodies etc. and have become whims and fancies of such crony capitalism. Last but not the least with the creation of smaller states would lead to the multiplication of red beacon lights and their maintenance expenditure at the cost of general public growth and development.
Hence, considering all the above stated factors in mind ,time has come that appointment of second state reorganisation commission must take place soon so that the urgent issues could be debated, examined and decided once for all to avoid undue street demonstrations and agitations .The central government may redress the demand for an appropriate action at the earliest on the basis of empirical study of the aspiration of the people of various regions.The first state reorganisation was set up in year 1953 under the chairmanship of Mr. Fazal Ali and Mr. H. N.Kunjuru and S .K.M.Pannikar as its member who recommended the creation of new states on the basis of languages but with the passage of time things have changed altogether asking for creation of the states keeping in mind the economic viability and development of the respective regions. Let Politics not play more havoc with the interests and ambitions of the masses for settling their personal scores and meeting vested interests at all..
