| Raise new police battalions before withdrawing troops? | | | For the last over four years political leaders, especially belonging to the National Conference and the PDP besides the separatists,have been persistently demanding withdrawal of troops from within the civilian areas. In support of their demand they dish out two arguments.
One,since the security scenario in Jammu and Kashmir,had improved there was no need for Army deployment.Two,once the troops were withdrawn the incidence of human rights violations would decrease.
As far as their arguments are concerned many knowledgeable circles dispute those who claim that the security scenario in the state has improved and the possibilities of human rights violations would be remote once the troops were withdrawn from within the civilian areas. Senior functionaries of various security agencies including the Army, explain that militants have opted for lying low and as such militancy is not dead.
These militants were waiting for more manpower which was to reach them through infiltration of terrorists from across the LOC.As far as human rights violations are concerned there have been a large number of cases where militants have indulged in abuse of human rights by carrying out kidnappings, killings, extortions of different hues.There have been some cases of human rights violations by the security forces but their number has been quite small.
Government reports based on investigations, have revealed that 85 to 90 per cent complaints of human rights abuse against the Army have been found false.This suggests that cry over human rights violations by the troops is a calculated attempt at ensuring withdrawal of troops from within the civilian areas which was bound to give a free field to the militants for carving out new hideouts and for carrying out subversive violence without any fear of being killed or nabbed.As far as the Kashmir centric mainstream political parties are concerned the purpose of their demand for withdrawal of troops was to keep their vote bank in the valley intact.If not the separatists atleast the NC and the PDP leaders should have done some homework before raising the demand for withdrawal of troops.Had they do so they would have realised that numerically the police was not in a position to replace the Army and the paramilitary forces.They were not capable enough to take from the Army the responsibility of handling militancy related activities and violence.
None other than the Director General Police Kuldeep Khoda,has admitted that the police require more manpower and better weapons before they could replace the Army in Jammu and Kashmir.According to him,atleast 50,000 men in the Armed police battalion are needed to have the required manpower for tackling militancy.
This time there are 30,000 men in the Armed police and interestingly there are over 80000 men in the civil police deployed in police stations, headquarters at the district and state levels and a sizeable number being posted in the security wing.
It means that more than 85,000 police personnel are deployed in sectors that have nothing to do with militancy.
Khoda has made it clear that besides raising the manpower the police need better training and weapons besides advanced modes and means of communication and transport.
This means that if the Government was really interested in seeing police replacing the Army in Jammu and Kashmir it has to raise 40 new police battalions. In service and retired Army officers are of the view that the police need a rigorous training to make them mentally and physically fit for taking on the militants.During the last 15 years police have been in the forefront in the joint operations against the militants and hence give them more battalions and training besides weapons before they replace the troops. |
