Make SAC free of political maneuvering: Mufti to govt | 'Politicians, bureaucrats having field day due to defunct bodies' | | 'BJP can never expose, nor provide alternative to NC'
Early Times Report Jammu, Dec 15: Upping its ante against NC led coalition over the issue of corruption, the PDP Patron and Former Chief Minister of the state Mufti Mohammad Syed today accused the government of having made all anti graft bodies defunct as a result of which corrupt politicians and bureaucrats were enjoying a field day. Mufti State Accountability Commission said is suffering from credibility crisis as the present government failed to take any initiative to make it functional. The former Chief Minister called for a separate and independent investigating agency for SAC , the head of which , he asserted must be at par with the Chairman and appointed in consultation with leader of Opposition. The PDP leadership also spit venom against BJP, accusing of it hobnobbing with NC at the cost of interests of Jammu people. " Due to lack of any check and curbs at any level the bribe giving system for every small big work is getting institutionalized ………..huge bribes are taken from parents to get their wards released who are deliberately implicated in false cases…….", Mufti said lashing out at NC in a public rally at Rani Park today. The rally was a part of a series of political rallies PDP has scheduled across the entire state, the focus of this one being corruption. Lamenting the status of SAC Mufti said his government set up this body with the objective of curbing corruption in high places." The institution was the equivalent of the proposed Lokpal and brought even the Chief Minister of the state under its purview", former Chief Minister said observing that the present government failed to upgrade the Act in the wake of changing requirements. He said due to government inaction the process remained stagnated here and the in absence of a vibrant anti corruption institution while the things have become easy and comfortable for this government, in the process the SAC has been made almost redundant. Calling for own investigating agency for the SAC, Mufti said one of the ways could be transferring the administrative control of the Vigilance Organization to the SAC so that it could remain free of political influence or maneuvering. In its present form, he said, the vigilance has been reduced to a 'easy to tackle ' organization for the political bosses and is used mostly at their whims and fancies with hardly any convictions but lot of harassment. This has resulted in a complete breakdown of accountability and administrative scrutiny which normally is associated with government departments.Mufti said countrywide anti corruption led by Anna has no impact in J&K as there are vested interests who would any such campaign that hampers them from plundering public money. Calling for structural reforms in the state's anti corruption set up. Peoples Democratic Party (PDP) patron Mufti Mohammed Sayeed today said there was a pressing need for strengthening the institutions of State Accountability Commission (SAC) and Vigilance Organization Lashing out at BJP albeit without naming it, Mufti said it could neither provide an alternative to NC in Jammu region nor has been able play a role of opposition which could expose ruling parties, especially NC. "It is no use to give votes to such a party which has failed protect honour and interest of Jammu ……..", Mufti said adding, " while I was in Congress in capacity of its state chief I would never hesitate or fear of speaking against the then leader Sheikh Mohammad Abdullah over certain issues in front of the late Prime Minister and towering political personality Indira Gandhi". The other leaders also spoke against BJP asserting that if the people of Jammu want to get rid of BJP, it had to think of alternative opposition other than this party. Coming down heavily on state government for adopting discriminatory policies in disbursement of development funds, former Chief Minister demanded a probe into distribution of funds during the last three years in the state. He regretted that instead of implementing decisions taken in the meetings of the District Development Board (DDBs), the government has been distributing funds in arbitrary manner which is a glaring example of injustice with the areas represented by the members of opposition parties. Former Chief Minister while pointing towards various developmental projects started during his tenure, he reminded that it was during his regime that widening of roads in Srinagar and Jammu cities were done. He further highlighted various projects started and completed during that tenure. The public meeting was organized by Ved Mahajan with the collaboration of Jammu East unit of the party. |
