Guard against ingress of Afghan terrorists ?

Senior Army functionaries keep their fingers crossed over the situation that could develop in Afghanistan following withdrawal of the American forces.Their worry is that once the US led NATO forces quit Afghanistan the Afghan terrorists could be motivated to sneak into Jammu and Kashmir for escalating the level of subversive violence.Such fears have been expressed by GOC 15 Corps Lt.Gen.S.A.Hasnain near the Pak border in Uri.In support of his contention Hasnain has referred to the Soviet pullout from Afghanistan in Feb.1989 and says that soon after this pullout some of the Afghan rebels had sneaked into Jammu and Kashmir.In fact Government reports collected between 1989 and 1996 indicate that after militants from Pakistan and occupied Kashmir Afghan militants were included in the list of foreign mercenaries who had infiltrated into Jammu and Kashmir to kick up subversive violence.These Afghan militants had been responsible for killings kidnappings,rapes and atrocities on innocent people.There were some militants from Sudan Chechnya and some Gulf nations but those from Afghanistan had outnumbered other foreign mercenaries.
Not only this.Major portion of the US weapons and other explosives Pakistan had received for equipping Afghan Mujahideens who were engaged in fighting with the Soviet troops,were given to the militants in the training camps in Pakistan and occupied Kashmir before their infiltration into Jammu and Kashmir.And after the Soviet pullout from Afghanistan whatever weapons the Soviet troops had left behind too had been given to the militants operating in Jammu and Kashmir.This was the reason for militants of various hues using Kalanshikov rifles AK-47,AK-56 etc in the beginning of the the trouble in Kashmir in 1989-90.And one need not feel amazed if after the US pullout from Afghanistan some of the US-make arms and ammunition will be used by militants,including those from Afghanistan,in Jammu and Kashmir.It is in this context that Lt.Gen.Hasnain says that next two to three years can be difficult for the state in case the Afghans were able to sneak into Jammu and Kashmir.
Consequently.strengthening of the security grid in the state is called for.Experts favour deployment of additional companies of troops on the LOC and on the IB In Jammu and Kashmir.They say that ingress of militants has to be halted at any cost.When one takes into account the geo-political developments in Pakistan Afghanistan Bangladesh Sri Lanka, Nepal and China into consideration any major event or incident in these areas can have dir ect bearing on India in general and in Jammu and Kashmir in particular.During the last two decades India has been surrounded by unfriendly neighbours,Pakistan and China.These two countries have not only raked up the border conflict with India but have been aiding and funding terrorist activities.While Pakistan has sponsored antiinsurgncy in Jammu and Kashmir which on occasions,destablises peace in other Indian states,China has been aiding Maoists and Naxals in atleast eight states,including West Bengal,Orrisa,Chhattisgarh,Jhar khand,Bihar.In addition to this the ISI has set up training camps for youth in Bangladesh where they receive training in handling of weapons and explosives before they are pushed into Jammu and Kashmir.Pakistani agencies have also followed a novel way of arranging infiltration of top militants via Nepal.These militants travel to Nepal on valid documents and fromwhere they sneak into Delhi and later to Jammu and Kashmir via Gorakhpur.This way New Delhi has to walk on a razor's edge while trying to promote cordial ties with China and Pakistan.All these developments call for greater vigil on the borders.
