Harsh directs officers to strictly honour Protocol of Legislators | | | EARLY TIMES REPORT JAMMU, Dec 16:Harsh Dev Singh NPP MLA and Chairman Privileges Committee of J&K Legislative Assembly called upon the Govt. functionaries and officers of various Govt. Deptt. to strictly abide by the ‘Warrant of Precedence’ and to honour the protocol of legislators. Chairing a meeting of Privileges Committee in the Assembly Complex today, Singh said that legislators occupy a very important place in the democratic system as accredited representatives of people. He said that they have important functions to perform under the constitution and occasionally find it necessary to seek information from Ministries and Govt. Deptts. in connection with their Parliamentary and allied public duties. Harsh Dev Singh pointed out that certain privileges have been conferred upon the legislators under Sec 72 of the State Constitution and Article 194 of the constitution of India which were required to be respected and honoured by all, being constitutional guarantees to ensure effective discharge of duties by legislators. He observed that the guidelines issued by the Assembly Secretariat on the subject of ‘Privileges of Legislators’ were required to be observed in letter and spirit. Elaborating further, he pointed out that the Govt. servants should show courtesy and consideration to members of State legislature and to the public issues raised by them taking appropriate steps in respect thereof. Harsh Dev Singh further said all communications and letters written by legislators in discharge of their public functions must be acknowledged, speedily responded and promptly replied. He said that the seating arrangements at public functions should receive very careful attention at all times and it should be ensured that there is no room for mis-understanding. Harsh Dev Singh directed the General Administration Deptt. to ensure that all guidelines issued in this regard by Speaker and Assembly Secretariat from time to time are strictly complied with. The Privileges Committee in the meanwhile summoned the Director Heath Services Jammu and sought explanation from the letter for unilateral change of the District Plan of Health sector of District Udhampur which had been approved on the recommendations of local MLAs.
