Rather for strict maintenance of budget control mechanism in Treasuries | All Treasuries housing in Pvt. Buildings to get Govt accommodation in 2 years | | EARLY TIMES REPORT SRINAGAR, DECEMBER 16: Asserting that Treasuries are the watch dog and custodian of public exchequer, the Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather today asked the Treasury Officers to strictly maintain Budget Control Registers and in no case allow Drawing and Disbursing Officers (DDOs) to exceed the Budget allocations. Speaking at the 9th Periodical meeting of the Treasury Officers of Kashmir Division convened at Banquet Hall, Srinagar today to review performance indicators of various Treasuries, Mr. Rather said that Government would not tolerate any irregularity with regard to the payments in excess of the proper allocations adding that delinquent officers shall have to face stringent administrative action. The meeting, besides Treasury Officers (T.Os) of the Kashmir division, was also attended by the Director General, Accounts and Treasuries, Mr. Wali Mohammad Bhat, Director, Funds Organization, Mr. Ghulam Nabi Bhat, Joint Director, Accounts and Treasuries, Kashmir, Mr. Altaf Hussain Mirza, Senior Deputy Accountant General, Mr. S.L. Bhan, Vice President, J&K Bank, Mr. Zahoor Ahmad Khan and concerned officers. The Minister while asking the T.Os to strictly follow the Treasury Code and standing Government rules and regulations called for ensuring proper classification of the vouchers adding that T.O should not entertain WDC Bills for advance drawals unless certificate is rendered by the DDOs that Red C Accounts in respect of previous drawals have been submitted to the office of Principal Accountant General. He said if any Officer is found to have made payment of any such Bill, shall have to face strict action. Mr. Rather noticed with dismay that the amount of awaited Red D.C Bills ending October 2011 is still to the tune of Rs. 1676 crore which includes Rs. 1770 crores pertaining to Kashmir Division and Rs. 406 crores to Jammu Division. He also called for ensuring employees G.P. Fund Subscription @ 8.33 percent of their basic pay adding that despite hike in salaries due to 6th Pay Commission, there has not been any increase in this account. The Minister instructed the T.Os not to release any payment unless drawals for the previous month are not verified by the concerned DDOs adding that this was necessary for maintaining strict fiscal management. He also called for rendering the accounts as per the time schedule prescribed in the J&K Treasury Code adding that there should be no delay in this regard. The meeting was informed that computerization of Treasuries under Mission Mode of National E-governance commonly known as Integrated Financial Management System (IFMS) has been approved at a cost of Rs. 25.50 crore which is expected to be completed by the month of June 2012. In addition, Government has also launched Centralized Personal Information System (CPIS) to capture employees’ full data for efficient management of the cadres in the State Government. The project is funded by 13th Finance Commission, it was informed. Referring to the Central Record Keeping Agency (CRA/NSDL) the meeting was informed that as many as, 21302 subscribers have been registered with the National Securities Depository Limited in Jammu and Kashmir. For this, it was informed that Rs. 34.64 crore have been uploaded to the concerned Agency that is Bank of India by the Treasury Officers of the State till October last.
