Central grants got blocked due to absence of due amendments: Prof Chaman | | | EARLY TIMES REPORT Jammu DEC 16: Strongly pleading for conduct of early civic elections and extension of 73rdand 74th Amendments of the Indian Constitution for empowerment of the basic democracies in the State, MLA Prof Chaman Lal Gupta today observed that this would help the participation of the people for better sanitation measures and would accelerate the pace of developmental activities in addition to getting released the huge central grants blocked due to absence of elected bodies. Responding to the complaints of the people of different localities regarding sanitation problems Prof. Gupta today stated if the elections to the local bodies are held, this would help in improving the situation because of the presence of the elected representatives of various localities. Expressing concerns he said, “It is a sad story that in J&K the elections to the Panchayats and local bodies were never made a regular feature nor these basic democracies wee empowered by extending 73rd and 74th Amendments of the Indian Constitution to this State by taking undue advantage of the so called special status of J&K under Article 370.” He also stressed for extensive revision of the electoral rolls along with issuing of the photo identity cards to the voters. Prof Gupta cautioned the ruling leaders trying to create a conflict between the legislators and the newly elected panchs and surpanchs.
