Has DC Rajouri Ghulam Ahmed changed DOB to overstay in service? | | | Syed Junaid Hashmi jammu, Dec 16: If appointment records of Animal and Sheep Husbandry department are to be relied upon, Deputy Commissioner (DC) Rajouri Khawaja Ghulam Ahmed should have retired in March 2010. However, this is not the case. Khawaja is still serving and if not inducted into the IAS, he would retire in March 2014 i.e. almost four years later than the purported actual date of his retirement. A senior officer who retired from finance department claimed to have dispatched a letter to Chief Minister Omar Abdullah apart from sending copies of same to State Vigilance Commissioner (SVC), Commissioner/Secretary GAD and IGP (Crime and Railways) informing them about the alleged wrong doing of Khawaja. The complainant has appended copies of first appointment of Khawaja Ghulam Ahmed as 'Flock Supervisor' in Sheep Husbandry Department alongwith tentative seniority list of flock supervisors for District Poonch for the year 1972 besides attaching a photo copy of seniority list of KAS officers issued by General Administration Department (GAD) in the year 2005 when Ghulam Ahmed Khawaja was posted as SDM Mahore. Complainant has claimed that Khawaja Ghulam Ahmed was appointed by the then Chairman of District Recruitment Board Poonch Late Ghulam Nabi Naik for undergoing flock supervisor training in Srinagar in September 1971. He has alleged that Khawaja had then submitted his Date of Birth (DOB) certificate issued by Primary School Bathed in Fazalabad area of Surankote Tehsil of Poonch District. He has claimed that Khawaja's DOB as per this certificate was 02-03-1952. He did his matriculation from the then High School Surankote in the year 1969, complainant has claimed. Hence, when he was appointed as flock supervisor, he was 18 year old, the complainant has said. He has supplemented this claim by stating that two of his colleagues who joined the department alongwith him have both retired. Stating that the two colleagues of Khawaja namely Faqir Hussian Shah and Gulshan Kumar Dutta were just few months elder or younger to him, the complainant has said that government should ask Khawaja to produce his original date of birth (DOB) certificate. He has further said after rendering 13 years of service in Sheep Husbandry Department from September 1971 to September 1984, Khawaja qualified Combined Competitive Examination (CCE) and was selected as Account Officer in September 1984. He has alleged that during his posting in Directorate of Sheep Husbandry as Account Officer, Khawaja managed to destroy all his previous service record as flock supervisor to ensure change in his original Date of Birth (DOB). The complainant has alleged that after some years, when Khawaja was transferred and posted as financial advisor (FA) in education department, he managed to get his DOB certificate changed from primary School to JKBOSE by allegedly misusing his official position. He has claimed that Khawaja got a new matriculation diploma wherein his date of birth was mentioned as 02-03-1956. Hence, according to complainant, Khawaja has served more than two years in excess in service. He should have retired in March 2010 but owing to change in DOB, he would now retire in March 2014. Complainant has said that records pertaining to original date of birth (DOB) of Khawaja are still lying with Sheep Husbandry Department and an inquiry into the entire affair would help in getting the records straight. Early Times has copies of all these documents, which the complainant has submitted to the government. On being asked, Khawaja said "Certain colleagues of mine purely out of professional jealously have been doing these absurd things. They have been writing so many things about me and all this has been verified. Government has records with it and they know well. I have nothing more to say." He reiterated that he never manipulated the DOB certificate. "I have records backing my words," said Khawaja. |
