| DB directs DM Railway Ferozpur to arrange meeting | | PIL for modernization of Jammu Railway Station | | EARLY TIMES REPORT
Jammu, Dec 17:- A division bench of the High Court comprising Chief Justice FM Ibrahim Kalifulla and Justice Virender Singh directed the DM Railway Ferozpur to arrange a meeting for upgradation.modernization of Jammu Railway Station. The direction was passed in a PIL filed by the Citizen Forum.
In was also prayed that the Railways Authority be directed to install Escalator and provide modern facilities including toilets to the passengers and better boggies.
The Court after hearing the parties issued the direction.
Unfortunately in spite of service of notice, Divisional Commissioner Jammu, Commissioner JMC, VC JDA are not present. There is no one to represent them, Senior Counsel who represent petitioner as well as Mr. PS Chandel CGSC are also not present. Since the common interest of public who make use of Railway Station is primarily involved in this litigation and having regard to earlier steps taken for redressing their grievances, Division Bench constraints to pass this direction to the Divisional Railway Manager Ferozpur who is stated to be the higher authority looking after the administration of Jammu Railway Station, to arrange for a meeting on December 24, 2011 at Jammu Railway Station, the meeting be coordinated by Mr. RN Meena, Divisional Traffic Manager Jammu Railway Station who shall also give due intimation to other authorities namely IG Railways, SSP Railways Jammu, VC JDA, Divisional Commissioner Jammu, Commissioner JMC and Asst Divisional Engineer Northern Railways Jammu. Mr. RK Chadha President of the citizen forum as well as Mr. Vikram former Chief Engineer who are stated to be office bearer of the citizen forum shall also attend the meeting to represent the users of the railway station.
DB also directed Advocate SS Lehar representing the PIL and Mr. PS Chandel CGSC to make themselves available at the time of meeting in order ensure that any decision taken in the meeting is within frame work of law. If for any reason the other administrative authorities failed to attend the meeting it is open to the Divisional Railway Manager Stationed at Ferozpur, who has to preside over the meeting to take appropriate decision after deliberating upon the issues concerning those authorities as well with the cooperation of other participants in meeting. Preliminary the participants shall take note of plight of the passengers who have to avail Railway Traffic for their transportation to different destinations and for that purpose make use of station premises in that respect the passengers must be able to reach the Railway Station without any hardship and while remaining in the Railway Station till they Board the train adequate facilities should be available to attend to the call of nature provision for any refreshment and basic medical facilities should also be provided in the station which are to be examined.
In the public friendly, Division Bench observed that Mr. Meena brought to the notice of the Court that there is a proposal at the instance of Railway Ministry to upgrade the Jammu Railway Station as a World Class Railway Station and that the said proposal is under consideration. While the Division Bench appreciate such a move by the concerned authorities, till the said proposal materialises and implemented, in the present juncture, since the Jammu Railway Station has to cater to the needs of lot of passengers who visit Jammu every day as the city of temple where pilgrims visit Shri Mata Vaishno Devi Temple and at the time of Shri Amarnath Yatra are flog at the Railway Station in huge numbers, it is imperative that immediate steps are taken as a temporary measures to cater to their needs on the aspects referred above.
Division Bench also directed the participants of the meeting to give top priority to the security arrangements to be provided in the station while considering the other facilities to be provided for the comfort of the passengers. Division Bench authorized the Divisional Railway Manager Ferozpur to take into account various suggestions of the other participants while taking a decision for providing the various facilities based on the other come of discussion to be held with the participants in the meeting. DB would appreciate Divisional Railway Manager Ferozpur to come forward with his proposals to be placed before this Court preferably on December 30, 2011 based on the meeting to be held on December 24, 2011.
