Prof Soz hints at reshuffle in J&K cabinet | 'High command to take final call on rotational CM issue' | | Early Times Report JAMMU, Dec 17: In what can be seen as the two coalition partners NC and Congress now feeling the 'heat ' of political expediency in terms of filling the vacant posts in the ministry and giving a fresh shape to the cabinet, the JKPCC president Saif-u-Din today gave broad indications that reshuffle of the cabinet was on cards. Choosing not to give a straight answer to the queries related to much talked about issue of rotational Chief Minister, the veteran Congress leader the 'final' decision lay with the Party High Command and they would take it at 'appropriate' time. Prof Soz who is also the chairman of the Coordination Committee between the allies today said the leaders of the two parties would discuss the matter of reshuffle in the cabinet besides expanding it further by filling the seats which have been lying vacant for quite some time. " It is long pending and overdue exercise…….there is certainly need to bring some changes in the face of the government", Prof Soz said while speaking to media persons on the sidelines of a function at PCC headquarters here today. The PCC Chief hinted that this would be main agenda of the Coordination Committee meeting which is expected to happen any day next week. To a question related to rotational Chief Minister issue the PCC chief said he had no jurisdiction over such matters as he is there to take care of the party affairs and assess constantly other issues related to governance and development aspects of the state. However he observed that the voices and aspirations have been voiced from leaders and workers of the party in this direction. "As PCC president I have to hear those voices …..I can only convey these feelings to High Command that is my job as party chief….my role is not beyond that", Prof Soz said. Upbeat on the note that more and more people were coming to Congress fold, the PCC chief said party has gained acceptably among the masses in Kashmir valley. The role and responsibility it has been fulfilling coupled with the ideology of the party has become relevant in the present political space of the state which he claimed has expanded in the valley during past few years. To a query related the Armed Forces Special Powers Act (AFSPA) in Jammu and Kashmir, the state Congress president said that it is a temporary law and has to go one day. However that can be done only with consultation with all stakeholders, he asserted adding that it was mandated and extended to the state in order to protect life and property of the people when militancy was at its peak. The PCC chief refused to comment on the killing of a youth in Srinagar by stone pelters . He also chose distance himself from the queries related to developments in separatist camps and their reactions and response to Chief Minister Omar Abdullah's statements. The PCC chief also avoided direct answer to the query related to comments of Union Minister Farooq Abdullah with regard to opening up of cinemas and liquor shops in Kashmir. " Situation and things have improved in the state….it is upto the civil society to decide whether they want to have such things or not", Soz said. He said that speaker of Jammu and Kashmir Assembly must decide the fate of 6 expelled BJP MLA's as per the law and constitution. "There is no question of demand, the law is there and speaker has to act as the law." Mr. Soz said. He made a desperate appeal to the lawyers agitating government move of shifting land registry power from Judiciary to Executive Magistrates and urged them to call off their strike and discussed the issue with him as well as with the government. "I urged the agitating lawyers to call off their strike--- since I am here and are with them and lets come we will meet the Chief Minister personally and discuss it and tries to resolve the issue." Soz said.
