What criteria are followed for releasing funds to Madrassa? | | | Early Times Report JAMMU, Dec 17: The State government has issued an order number Edu/NC/SE/330/2011 dated 9th December 2011 releasing rupees three crores, forty seven lacs and eighty five thousand to 362 Madrassas in the state. Interestingly, the amount was sanctioned by the union finance ministry in March this year and the State government finally decided to release the amount to 362 Madrassas in December when the financial year is drawing to a close. The delay in releasing the funds apart, a more serious question has arisen through this disclosure. Which are the Madrassas those are being aided by the government? What is the curriculum that they are teaching to the students? The debate has gained momentum especially in light of the fact that the Madrassas are institutions purely imparting religious teachings to the students. The State government has in the past acted against many such institutions in the State especially in the Valley those came under the scanner of the intelligence agencies for imparting fundamentalist. Schools run by the 'Falah-e-Aam' trust were banned by the then governor Jagmohan in early 1990s while the teachers of the schools run by the trust were absorbed in the government schools. Funding of weak minority religious education institutions like the Madrassas and Patshaalas is basically a decision that has always been hotly debated and a much closer monitoring of what goes on in such institutions is needed. It can be hoped that the central government and the State government must have verified the credentials of the Madrassas before deciding to financially support them. The State government came out with the list of the Madrassas much before actually deciding to pass on the funds to them. It was only after a hue and cry was raised by the listed Madrassas that they had received no financial support from the State government that the order was passed after a delay of nine months with directors of education in the Jammu region and the Valley to release the funds in favour of the Madrassas. Why the funds had been retained for such a long time and released only after the beneficiaries raised their voices? Further, there are many other Madrassas and schools imparting religious education in the State those have not been included in the list of beneficiaries. What are the criteria for including the Madrassas in the beneficiaries list? The State government needs to issue a fact sheet on the assistance released in favour of the 362 Madrassas and also the reasons for not releasing the same in favour of many others those are also allowed to function in the State. Many religious leaders have made press statements denying that the educational institutions run by their organizations are supported by the State government funding. It is a very sensitive issue whose larger implications cannot be ignored. |
