JAMMU, Dec 18: At the heart of all problems lie politics, "corrupt" politicians and the "custodians" of law who operate unlawfully. People are killed, humiliated and made permanently handicapped but the guilty go unpunished.
When 20 odd rockets, each weighing over 70 kg, were recovered from the Tawi river bed close to the MA Stadium here over six years back, police had zeroed in on a border resident as he had figured as main suspect in their investigation.
Soon after he was picked up for questioning, he was set free on the intervention of an influential person.
Since the rockets were heavy, these were believed to have been transported to this side of the border on camel backs. The suspect, who was released before he could be put to sustained questioning, was believed to have facilitated the infiltration and arranged camels, or ponies to carry rockets.
The distance from the border to the spot, where the rockets were tied to the branches of trees on river bed, is approximately 20 km. It is practically difficult for an individual to cover this distance with a rocket of 70 kgs on his back, a senior police officer.
It was almost clear that either camels, or ponies were used in the operation, he added.
When Shaleen's kidnappers and murderers were captured by police soon after the abduction was detected, the accused were alleged to have been set free on the intervention of a minister.
No legal action was taken against the minister despite violent protests by Shaleen's family and Nai Basti residents on the main Satwari road.
A young goldsmith was badly tortured and made handicapped by police at Janipura police station sometime back but no legal action was taken against the guilty cops.
Also, there are several instances of custodial deaths at police stations here. What can a poor person do under the prevailing circumstances? What can people do if the ration dealer openly siphons off foodgrains? Or what should we do if a policeman refuses to register FIR, or registers a false case against us?
People do not approach senior police officers against their juniors, knowing that it would be a futile exercise. A new district SP changes all SHOs and heads of police posts soon after he takes over the charge of the office. He brings new faces of his choice. So, if his men of choice do blunders, he is sure to protect him for "obvious" reasons.
Likewise, we see that the same footpaths and roads are broken and repaired again and again. This is done to swindle the government money. No government agency takes notice of this open loot, mainly because the concerned officials and the contractors, who are involved in this unlawful activity, are men of ministers.
Everywhere, it is the poor who are the victims of the system. They are ill-treated in hospitals, at police stations and on roads in full public view but no government agency is ever moved by their plight.
When some government teachers play truant, or do not teach properly, parents find themselves helpless to do anything against them. Patients and their attendants are ill-treated in government hospitals almost daily but there is nobody to come to their rescue.
In a way, the system has failed to provide any solution to the problems of the common man. He can only complain to higher authorities who do not act upon his complaints.
There is also no control over government funds. Public money is being pocketed by engineers and other officials but no government agency bothers to take suo moto notice of their disproportionate assets.
Government money is public money. People pay taxes. Even a beggar on the street pays sales tax when he buys anything from a shop. No one has the right to make misuse of this money.
This is the right time for policy makers to develop a system to ensure that the public money is not looted by officials.
