CM acknowledges support of legislators, media in war against corruption

JAMMU, JAN 12
Chief Minister Mr. Ghulam Nabi Azad today acknowledging the whole-hearted support of legislators, media and general public while speaking on motion of thanks to Governor in Legislative Assembly, said that legislators irrespective of their party affiliation, media both electronic and print from Jammu and Kashmir and national level and public in general provided invaluable support to measures taken against corruption and malpractices.
“I congratulate you for passing a novel and first of its kind legislation enabling to confiscate ill-gotten properties of proven corrupt government functionaries”, Mr. Azad said and added that Chief Ministers of various states have asked him to provide copies of the Act so that they could also enact similar laws. He said a delegation of European Parliament visiting Srinagar evinced keen interest in the legislation and remarked that European countries during 100 years have not been able to make such a law and “you have done it in the state of Jammu and Kashmir.

Claims lowest HRs violation in 2006, next Budget session likely in Dec
Jammu, Jan 12 (NAK): Chief Minister Ghulam Nabi Azad today showered enormous praises over his government and at the same time straightening his attack towards opposition and alliance members who have been criticizing the Coalition on various matters including Human Rights, poor progress on development projects and Roshni scheme over last 5 day’s of current Budget Session.
Winding up the debate on the Governor Address, Chief Minister during his two hour long speech touched almost every point supported with statistical details in an attempt to paint a flowery image of the one year performance of Coalition under his chief minister ship. Admitting that it is not possible to bring down the Human Rights violation to zero when the state is faced with proxy war, he however claimed that it was lowest during year 2006 with only 4 custodial deaths, 1 disappearance and seven cases of misconduct with women. He said every member in this house want that there should be zero Human Rights violation adding that but it is not possible when the state is faced with a proxy war. He however, called upon the opposition not to ‘blow the issue out of proportion’ to provide detractors of state an opportunity to exploit it in their favour.
Without naming coalition alliance Panther party MLA Harshdev who yesterday said that the coalition has lost its credibility, he said presented an exhaustive detail of development projects being executed in the state.
Justifying the holding of early budget session this year, he said it would help in avoiding the problems faced in the implementation of development schemes due to limited working seasons. Referring to the oppositions who had described holding of early budget session as unconstitutional, he said it is true that Governor can address joint session of Assembly only once in a year, adding that next budget session might be held one month earlier possibly in December to over come this problem.
Highlighting the achievements of his government, he said a three-pronged strategy has been adopted to address all issues relating to Jammu and Kashmir for the first time, which include paving way for dialogue between India and Pakistan, interaction between the centre and separatists and constitution of five working groups in sequel to decisions of Srinagar roundtable conference are main components of the peace strategy. He said dialogue between leadership of the two countries might have taken place earlier but it is for the first time that a strategy has been set in place where representatives of all shades of opinion, regions and communities have been involved in the process.
Expressing optimism that Foreign Minister Mr. Pranab Mukherjee will represent the aspirations of all the three regions of Jammu, Kashmir and Ladakh in Pakistan while talking to his counterpart and others, he wished success of the talks

Fate of ReTs continue to hang in balance: No ‘announcement’ from CM
Verbal dual between Harshdev, Mangat over the issue
Jammu, Jan12 (NAK): The fate of Rahbar-e-Taleem teachers continue to hang in balance as all their hopes were washed away when Chief minister soon before his reply on Governor’s address refused any commitment from the government on the fulfillment of their demands .
The refusal from chief minister Nabi Ghulam Azad came when Harshdev was lodging his protest for not getting satisfactory reply on his calling attention motion about government’s response to ReT teachers strike. The objections raised on the reply by Panther party MLA also led to a verbal dual between him and Mangat Ram Sharma. The spat started when Sharma ‘asked’ the chair to disallow him from prolonging his speech while under rules he is entitled to ask only two questions. Harshdev also hit back on Mangat leading to exchange of hot words. Some Congress Members also jumped in and complaint to the chair. Later, Harshdev staged a walk out followed by his party colleague Balwant Singh Monkotia. It was at this moment that CM refused any commitment about the ReT’s and even asked Jugal Kishore(BJP) who also stood up to say some thing that he is free to either leave the House or remain sitting. LA witnesses uproar over rehabilitation of Earthquake survivours
Jammu, Jan 12 (NAK): Legislative Assembly today witnessed uproarious scenes and pandemonium when opposition members accused government of turning a blind eye towards the earth quake survivours of Kupwara district. They were demanding a half an hour discussion on the matter.
Kafee-l-ul Rehman representing worst earth quake affected Karnah area raised huge protest after he was denied more time for seeking reply to his question that came up at the end of today’s question hour. Soon he was joined by Kesar Jamshed Lone, Mir Saifulla and Sharif-u-din Shariq all representing various Assembly segments of the border district. Kafee-l-ul Rehman, who at one moment came into the well to register his protest, said that all schools in his constituency are without buildings for the last two years despite the fact that government has kept Rs 66 Lakh for their reconstruction.
He said while eleven villages of his constituency have been declared unsafe by the experts of the Geology and Mining Department and recommended for their shifting to a comparatively safer zone, government has done nothing for this except saying that 500 kanals of land has been identified to rehabilitate them.
Opposition leader A R Rather who later spoke on behalf the protesting MLA’s said that government had created lot of hype about the reconstruction of the infrastructure in the area and established a special R&B division for the purpose He said the division became defunct within a year as all the engineers secured their transfer from the area leaving the fate of the victims to hang in balance adding despite the fact CM had assured that no engineer would be transferred till the completion of the reconstruction work.(NAK)

Compensation for land under Army dominates QH in LA
Jammu, Jan 12 (NAK): The issue of compensation to the owners whose land has been occupied by Army and other security forces dominated the Question Hour in Legislative Assembly here today.
Taj Mohi-u-din had to face a tough time while replying a question by Mehboob Beg to convince the Members from both opposition and treasury benches who raised a series of supplementaries criticizing the government for its failure to take up the matter with defence Ministry. Mehboob Beg who raised the main question said that over 3000 Kanal agriculture land is under occupation of Army and security forces only in Anantnag Assembly segment for the last seventeen years. He said the situation is same all other militancy infested areas of the state and demanded that the government should constitute a cell which would land follow the matter with the defence authorities for early release of compensation to the owners of the land.
NC Members from Poonch Rajouris, besides some PDP MLAs from Valley also supported the demand. While Panther Party Member Balwant Singh Monkotia representing Udhampur Constituency, demanded one time compensation for the land acquired by the army in his constituency. (NAK)

Land under Army
Jammu, January 12 (INFO) –In reply to a question raised by Dr. Mehboob Beg, CAPD Minister Mr. Taj Mohi-ud-Din told Legislative Assembly that Army has occupied 3012 kanals of land at Fatehgarh, tehsil Anantnag for operational purposes which included 806 kanals of land acquired by Housing Department for development of Housing Colony. The details given state that 1880 kanals 18 marlas are at Fatehgarh, 139 kanals 3 marlas at Qasba and 991 kanals 19 marlas at Doonipawa under the occupation of Army. He said that concerned quarters for seeking compensation of fruit and rent of their land. However the concerned land owners have been paid rent for 399 kanals and 15 marlas in addition to compensation for 17 structures.
The Minister said that the matter has been taken up with the Defence Estates Officer, Kashmir Circle, Srinagar by Deputy Commissioner Anantnag regarding fruit.
Mr. Balwant Singh Mankotia, Mr. Sham Lal Sharma, Mr. Sartaj Madni, Mr. Abdul Rehman Veeri, Mian Altaf Ahmad, Mr. G. M. Jan and Thakur Puran Singh raised the supplementaries in this regard and Dr. Mehboob Beg demanded that a cell be constituted that can persue cases of this nature in Defence Ministry. Mr. Taj replied that a cell is also exhibiting in Police department for this purpose which would be asked to expedite the cases.
BP cars to VIPs
Minister for CAPD, Mr. Taj Mohiudin, presented a list of VVIPs and VIPs to the Speaker, Mr. Tara Chand for providing same to the legislators who raised supplementaries in the Assembly on the main question asked by Mr. Ghulam Hassan Khan demanding information about the BP cars provided to VIPs.
Tehsil status to Balakote
In reply to a question by Mr. Javed Rana, Minister of State for Revenue and Finance Mr. Prem Sagar Aziz said that there is also no proposal at present under consideration for granting tehsil status to Balakote. In a related question raised by Mr. Nazir Gurezi the Minister said that there is no such proposal under consideration of the government to upgrade Tulail Niabat to that of a tehsil level.
Mr. Abdul Majid Wani, Mr. Abdul Rahim Rather and Dr. Manohar Lal raised the supplementaries and Minister said that the demands of the people would be considered after the delimitation committee submits its report.
Pollution control measures at Khrew Cement factory
In reply to a question raised by Mr. Mir Zahoor Ahmed, Minister of State for Industries and Commerce Dr. Romesh Chander said that J&K Cements Limited has taken all measures to maintain the prescribed norms set up by Central Pollution Control Board at its Khrew Cement Plant. He said all the sections of the Plant are equipped with latest Pollution Control Devices and prescribed norms of Pollution Control Board have been fulfilled to ensure that ecological balance of surrounding areas is not disturbed. He also assured that a team of experts will be sent to the Plant to assess the situation afresh.

45 villages of Karnah affected by earthquake
In reply to another question raised by Mr. Kafil-ur-Rehman, Minister of State for Revenue and Rehabilitation Mr. Prem Sagar Aziz told Legislative Assembly that all the 45 villages of tehsil Karnah were badly affected due to the devastating earthquake of October 8, 2005. Eleven villages were declared geological unsafe by the experts of the Geology and Mining Department and recommended for being shifted to a comparatively safer zone. 500 kanals of forest land in Jabdi Forest Range has been transferred vide Government Order No: 539-Fst of 2006 dated 17-10-2006 for the purpose of relocation of 900 families of the habitations indicated above.

Taj replies Calling Attention Notice of Sadhotra
Jammu, January 12 (INFO) – In reply to the Calling Attention Notice of Mr. Ajay Sadhotra regarding acute shortage of sugar in Jammu region in CAPD Department, Minister for CAPD Mr. Taj Mohi-ud-Din told Legislative Assembly that “there is no shortage of sugar in any part of Jammu region at present. During the month of December 2006, the quota of sugar at prescribed scale of 700 grams per head has been issued to the consumers in all parts of Jammu region. Monthly allocation of sugar for Jammu region is 31014.00 quintals for distribution among rationees as census 2001, against which the department has lifted 31162.00 quintals during December 2006. There are adequate stocks of sugar available in the Consumer Affairs & Public Distribution at various stores and the FCI has also sufficient stocks available at present in Jammu region”.

Harshdev calls attention of Govt
Jammu, January 12 (INFO) – In reply to the Calling Attention Notice of Mr. Harshdev Singh regarding strike call given by ReT from January 10, Minister of state for Education, S. Manjit Singh informed the House that “the ReT scheme was launched in the state in April 2000 in terms of Government Order No. 396-Edu of 2000 dated 28.4.2000 primarily to engage teaching guides called ReT in the primary and middle schools to make up the deficiency of the staff as per the existing norms. The scheme very succinctly specified the concept, eligibility, mode of selection and the honorarium payable. The scheme envisages the monthly honorarium of Rs. 1500/- for the first two yeas which shall be increased to Rs. 2000/- from 3rd year onwards. The scheme also provides that on satisfactory completion of five years as ReT on honorarium basis the candidate shall be eligible for appointment as general-line teachers in the Education Department.
Consequently any person offering for consideration for engagement as ReT is deemed to have accepted all the terms and conditions of the scheme and it would not be legitimate on his part to claim any change in the terms and conditions of the scheme particularly when the scheme gives him an expectation/commitment for regularization after putting in a fixed span of five years of satisfactory service as ReT. The scheme once accepted has to remain applicable with all its terms and conditions and does not admit to any effort by the persons from within the ambit of scheme to have the terms and conditions altered.
The government, however, as a welfare measure is free to consider a change in the scheme as it would feel necessary in the public interest and which does not alter the terms and conditions of the service to the detriment of the members of the scheme. It is in this backdrop that the Education Department is in the process of formulating a proposal for considering a raise in the honorarium payable to ReTs to the extent and subject to the conditions as the resources and the exigencies would permit. It needs a mention that 30932 ReT guides have been engaged and even a marginal increase in the honorarium is bound to create huge financial implications. Therefore any decision in the matter shall be dependent on the availability of the resources to fund the hike, if deemed necessary. The issue came up for discussion in the Legislative Assembly on 9th instant during the course of discussions on Motion of Thanks and also during Zero Hour, the 10 of January, 2007”.

Bills passed in LA
Jammu, January 12 (INFO) – Legislative Assembly today passed again a bill to provide for regulating the quality of saffron and to ensure its genuineness for sale and export and for matters connected there with or incidental thereto, Legislative Assembly Bill No. 2 of 2006. The Bill was originally passed by the House on 31. 3. 2006. The Bill was tabled by Minister for Agriculture Mr. Abdul Aziz Zargar for passing.
House today also passed two Bills with amendments by Mr. Saif-uallah Mir, Mr. Ajay Sadhotra and Mr. Harshdev Singh.
First Bill related to the amendments of J&K Board of Professional Entrance Examination Act 2002, LA Bill No. 1 of 2007 and the second to further amend J&K RPC, Samvat 1989, Code of Criminal Procedure Samvat 1989 and Evidence Act Samvat 1977, LA Bill No 2 of 2007.
Minister for CAPD Mr. Taj Mohi-ud-Din replied the points raised by the legislators and explained objects and reasons of the Bills.

Integrated cultural complexes for Srinagar, Jammu in offing: Azad
Jammu, January 12 (INFO) – Chief Minister Mr. Ghulam Nabi Azad visited Kala Kendra here today and discussed modalities and plans for setting up an integrated cultural complex with construction of open air theatre, auditorium, planetarium and science museum.
Mr. Azad emphasized that the planetarium should have at least 600-seat capacity while that of auditorium 1000 seats.
He said that the matter would be taken up with the Union Ministry of Culture for funding. He said that a similar cultural complex would be set up at Srinagar while all districts will have cultural centres.
Chief Minister also went round art gallery in Kala Kendra and evinced keen interest in the art pieces put up for display.
Mr. Azad visited philatelic festival organized by the Postal Department and took keen interest in the rare stamps displayed there. He also interacted with children and others who have collected rare stamps.
Among those present on the occasion were Divisional Commissioner Jammu Mr. Pramod Jain, Vice Chairman Jammu Development Authority, Secretary Cultural Academy and Administrator Jammu Kala Kendra.

Mangat inaugurates Philatelic festival at Kala Kendra
Jammu, January 12 (INFO) – Minister for Health and Medical Education Mr. Mangat Ram Sharma today inaugurated one-day Philatelic Festival organized by Postal Department at Kala Kendra.
Appreciating efforts of organizers for arranging such type of festival at Jammu for the first time, the Minister emphasized the need for holding these exhibitions and fares in other parts of the State as well. He also underscored the need for creating awareness among the children and younger generation to adopt the hobby of preserving age-old postage stamps, which depict history and culture of different countries. He asked the children to spare some part of their pocket money and purchase postal stamps instead of wasting money on unnecessary things.
Mr. Sharma asked the Postal Department to come up with postal stamps on historical places of Jammu and Kashmir. He said that Jammu and Kashmir has several places with historical background and are world famous.
The Minister appreciated the role of Department in the State especially in Valley during the turmoil, adding that all its employees worked with dedication and fearlessly during all these years and served the people. He said that now a days there are many means of communication, but one and a half decades back common man’s only communication mode was letters.
Speaking on the occasion, Chief Post Master General, J & K Circle, Mr. D.K.Budki apprised the gathering that aims of holding such an exhibition is to promote Philately among the children so that more and more children adopt this as a hobby. He said that postal stamps depict history and background of various parts of the country and it is the best medium to know a little about culture of each other’s country. He said that to promote Philatelic among the children, workshops are being organized at many parts of the State. He further said that Indian Postal Department is producing best quality of stamps and recently released a stamp depicting sandal tree, which is having sandal fragrance.
The Minister went round the central Hall of Kala Kendra and witnessed the exhibition with keen interest. He also interacted with the people who have displayed their stalls in the exhibition. Wide ranging collection of decades old postal stamps from different countries have been put on exhibition by various participants.
A large number of school children, parents and employees of Postal Department also witnessed the exhibition.
Director Postal Services Mr. Bahadur Singh, Administrator Kala Kendra Mr. Sojanya Kumar Sharma were also present on the occasion.

Health Minister visits Durga Nagar, Roop Nagar
Jammu, January 12 (INFO) – Minister for Health and Medical Education Mr. Mangat Ram Sharma today visited Durga Nagar, Roop Nagar areas and took stock of the facilities available to the inhabitants.
The deputations of people from these localities called on the Minister and apprised him about the problems being confronted to them that included upgradation of road connectivity, improvement of water supply, power supply, matador service from Parade to Durga Nagar, opening of an Allopathic Dispensary and declaration of Durga Nagar and Roop Nagar Enclave as migrant colonies. The deputationists also demanded facilities in these colonies at par with other migrant colonies.
The Minister gave patient hearing to the demands of people and assured early redressal of all genuine demands at the earliest.
The deputations comprised Mr. B.J.Zutshi, Mr. Roshan Lal Raina and Mr. P.K.Peshin.
Earlier, the Minister inaugurated Treat Well Physio Therpic Clinic and Research Centre at Durga Nagar Enclave. Dr. Archana Pandita, owner of the clinic informed that this clinic-cum-rehabilitation centre would cater to the medical needs of patients from adjoining localities.

Charak greets people on Lohri

Jammu, January 12 (INFO) – Asserting that three-pronged strategy has been launched to address all issues relating to Jammu and Kashmir for the first time, Chief Minister Mr. Ghulam Nabi Azad said that dialogue between India and Pakistan, interaction between the centre and separatists and constitution of five working groups in sequel to decisions of Srinagar roundtable conference are main components of the peace strategy. He said dialogue between leadership of the two countries might have taken place earlier but it is for the first time that a strategy has been set in place where representatives of all shades of opinion, regions and communities have been involved in the process.

In his 105-minute speech replying 3-day discussion on Motion of Thanks on Governor’s Address, in Legislative Assembly today, Mr. Azad gave a detailed account of initiatives and steps government has taken on various fronts to bring about positive change in peace scenario and catapult development process in right direction.
Chief Minister while presenting a scenario of necessity to pre-pone the budget session and declaring it highly significant decision, said the idea is to help timely completion of works programme by making optimum utilization of funds next financial year.
Explaining its positive effects, Chief Minister said that budget session used to be held from mid February to mid of April, then there was administrative approval of works, releasing of funds and durbar move of offices consuming more than three months of working season. He said when funds were becoming available for launching works, rainy season used to mar the working season yet again. Similarly, in cold regions, winter starting from October was also putting tremendous hurdles in the way of completion of works. He said the new culture of advancing time of budget session will remove all these bottlenecks and works could be started from the first April itself, besides providing ample opportunities to the legislators, administrative heads and Ministers to monitor the execution of works on ground, ensuring that expenditure shown on papers relates to the physical achievements.
He said Jammu and Kashmir is the first and fortunate state which advocating the climatic vagaries and topographical diversification took up the matter with central leadership and Planning Commission, successfully clearing all aspects in this regard and adopted new strategy.

Referring to human rights, Mr. Azad said that every government and leadership wishes to bring down rights violation to zero level and work for the same, but efforts made in this direction have to be viewed in the background of peace situation prevailing in the state. “We are fighting a proxy war since last seventeen years but talk of human rights as should be in normal and peaceful situation. This is not the real appreciation”, he maintained.
Chief Minister said that during the last seventeen years especially from the time democratic dispensation took over, there has been gradual decline in human rights violations. Giving figures on this account, he said custodial killings dropped from 57 in 1993 to only 4 in 2006, while as only one custodial disappearance has been registered last year.
Chief Minister highlighting the aspects of new work culture and good governance said that the effectiveness and prompt response to the people’s requirements alongwith providing justice irrespective of any consideration are ingredients to judge credibility of government. “We have caught the bull by its horns and concentrated our attention on all fronts, may it be facilitating Indo-Pak dialogue, interaction between centre and separatist groups, initiation of local CBMs, channelizing highest ever financial support from the centre, taking forward massive development programme in all areas of the state in the fields of education, road connectivity, PHE, irrigation, health, social welfare, industries etc”, Chief Minister said and asked “if this doesn’t reflect credibility of government, what else it speaks of”.
Referring to the stringent measures taken against corruption and mal-practices, he said that enactment of novel legislation to seize the ill-gotten property of proven corrupt government functionaries has not only been hailed widely but Chief Ministers of various states have asked him to provide them a copy of the legislation for making similar laws. He said that a European delegation visiting Srinagar remarked that since last hundred years such a progressive legislation has not be enacted in Europe and “you have done it in Jammu and Kashmir”.
Giving details of stringent anti-corruption steps taken during last one year, Chief Minister said that for the first time in the history of Jammu and Kashmir, 93 cases against 174 officials including 60 gazetted officers have been challaned in one year while as 78 cases recommended for prosecution against 122 government employees including 34 gazetted officer, sanction has been accorded in 70 cases.
He acknowledged wholehearted support given by legislators, media and general public in his drive against corruption.
Mr. Azad said that implementation of Wazir Commission recommendations and going beyond it to accommodate the aspirations of people of all areas is yet another feather in the cap of government’s good work culture and response to public demands. He said history-making decision of creating 8 new districts, 3 sub-divisions and 13 tehsils itself speaks loud and clear about the credibility of the government.
He said the follow up action about the decision is all the more important and government has not lagged behind in it also. “We have already constituted Bloeria Committee for demarcating geographical areas of new administrative units and its chairman has told me that he will not ask even one day’s extension beyond 15th February, the date fixed for the report of committee.” He said nodal officers have already been placed to find out and create office infrastructure for the newly created administrative units so that new administration starts work from April, 2007.

Saying that Additional District Development Commissioners have been placed in all districts to monitor physical progress of works, he said posting of these ADDCs has proved very effective step and complaints of people regarding the works have fallen down since the placing of these officers.
Chief Minister said that finance commission to ensure equitable distribution of resources has been constituted which will dispel the impression about lopsided development and imbalances.
Chief Minister said that coalition government has brought about education revolution in the state, adding that establishment of 6 university campuses, 22 new degree colleges, 9 training institutes, opening up of more than 3000 primary schools and upgradation of 2116 primary, middle and high schools itself speak of the landmark achievements registered in this sector. Mr.Azad said he has also taken up with Prime Minister the matter for granting 10 more degree colleges and 5 ITIs to the state which he hoped would be granted soon.
Chief Minister said that credibility of the government could also be viewed by the fact that during one year about 15000 new anganwari centres have been established in the state raising its total to 25358, when the number of such centres was only 10455 for last 45 years. He said one lakh old age pension cases of widows, handicapped and others pending for six years have also been sanctioned.
Giving details of the Asian Development Bank funded projects, Chief Minister said that Rs.1611 crore projects for construction of 900 km of roads, 41 bridges, water supply schemes and drainage works are under implementation. He said that work on three road projects of Rs.17.80 crore Qazigund-Kulgam road, Rs. 8.50 crore Sangrama-Sopore-Kulangam road and Rs.13.50 crore Lethpora-Athwajan-Khrew road have been started in 2006 while as work on Handwara-Zachaldara road costing Rs.16 crore, Srinagar to Pulwama via Newa involving Rs. 21 crore, Doda-Bharat road estimated to cost Rs.16.40 crore and Bari-Brahmana-Bishnah road costing Rs.5.69 crore is being launched within one month.
He said work on Rs. 1.54 crore Kanikadal bridge, Rs.1.07 crore Tailbal bridge, Rs. 77 lakh Gundtal Dara bridge, Rs. 94 lakh Mananu bridge (Mansar) and Rs.1.99 crore Devak nallah bridge funded by ADB is in progress. He said 50 road projects worth Rs.821 crore will be allotted by the end of March, 2007.
Amidst thumping of benches, Chief Minister said that he has also laid the foundation of Rangil Water Supply project under ADB funding and directed for reducing its completion period by 18 months to help its commissioning in Nov-Dec. 2007. He said out of 43 km long main pipe of the project, 15 kms have already been laid so far. When completed, the project will provide drinking water facilities to 2.5 lakh people in Srinagar, he added.
Chief Minister said that government has also sanctioned anti-erosion works of Rs.12 crore Jhelum, Rs.7 crore Devak (Udhampur), Rs. 5 crore Tawi and Rs. 7 crore Chenab and also started work on Kandi canal in Doda district costing Rs. 53 crore.

Beseeching upon all legislators and appealing them earnestly not to use unemployment issue as a political slogan and raise the aspiration of youth regarding providing them employment falsely, Chief Minister said this amounts to misleading the public in general and youth in particular for political reasons. “We should be truthful to our public and make it clear to our educated boys and girls that if the strong economy like that of USA and Japan cannot afford to absorb all unemployed in government service how a state like Jammu and Kashmir which depends totally on central funding could give employment to every youth in government department”, Mr. Azad said.
However, he said government is alive to the situation and takes every measure to provide employment to the educated youth in government service wherever possible. He said 4547 posts have been referred to PSC and 11217 to SSRB of which 1821 have been selected so far by PSC and 2634 by SSRB.
Chief Minister said 6956 unemployed youth including 1716 engineers and 600 doctors, teachers, para-medical staff etc. have been engaged on contractual basis. He said Rehbar-e-Zirat scheme is being introduced from April 2007 to provide to 2000 unemployed agriculture graduates consolidated honorarium of Rs.1500 per month. He said more than 25000 SPOs stand appointed in Police Department whose remuneration has been doubled. He said that steps would be taken to engage 900 physical teachers.
Referring to the government’s friendly gesture towards employees, Chief Minister said that upward revision in TA/DA/TMA and medical allowance has been made providing timely and much needed relief to its employees. He said that at the same time, government has sensitized employees about their responsibilities to improve work culture. He said Chief Minister’s Gold medal for honest and efficient government functionaries has been announced as incentive and five officials have already been awarded this medal.
Referring to Roshni scheme, Chief Minister said “Roshni which was kept in darkness for over years has been brought to light by our government to make the act workable and beneficial”. He said a Bill for making the changes in the existing legislation is being introduced in the current session. He said it would benefit a large number of bonafide users of state land besides generating revenue for the government.
The House later passed the motion.

Three-pronged strategy set in place first time to address J&K centric issues: Azad
CM says massive development on ground itself speaks govt’s credibility

Expresses confidence over success of Indo-Pak talks
Jammu, January 12 (INFO) – Asserting that three-pronged strategy has been launched to address all issues relating to Jammu and Kashmir for the first time, Chief Minister Mr. Ghulam Nabi Azad said that dialogue between India and Pakistan, interaction between the centre and separatists and constitution of five working groups in sequel to decisions of Srinagar roundtable conference are main components of the peace strategy. He said dialogue between leadership of the two countries might have taken place earlier but it is for the first time that a strategy has been set in place where representatives of all shades of opinion, regions and communities have been involved in the process.
Expressing confidence that Foreign Minister Mr. Pranab Mukherjee will represent the aspirations of all the three regions of Jammu, Kashmir and Ladakh in Pakistan while talking to his counterpart and others, he wished success of the talks.
In his 105-minute speech replying 3-day discussion on Motion of Thanks on Governor’s Address, in Legislative Assembly today, Mr. Azad gave a detailed account of initiatives and steps government has taken on various fronts to bring about positive change in peace scenario and catapult development process in right direction.
Chief Minister while presenting a scenario of necessity to pre-pone the budget session and declaring it highly significant decision, said the idea is to help timely completion of works programme by making optimum utilization of funds next financial year.
Explaining its positive effects, Chief Minister said that budget session used to be held from mid February to mid of April, then there was administrative approval of works, releasing of funds and durbar move of offices consuming more than three months of working season. He said when funds were becoming available for launching works, rainy season used to mar the working season yet again. Similarly, in cold regions, winter starting from October was also putting tremendous hurdles in the way of completion of works. He said the new culture of advancing time of budget session will remove all these bottlenecks and works could be started from the first April itself, besides providing ample opportunities to the legislators, administrative heads and Ministers to monitor the execution of works on ground, ensuring that expenditure shown on papers relates to the physical achievements.
He said Jammu and Kashmir is the first and fortunate state which advocating the climatic vagaries and topographical diversification took up the matter with central leadership and Planning Commission, successfully clearing all aspects in this regard and adopted new strategy.

Governor greets people on Lohri
JAMMU, JANUARY 12 (INFO)- Governor Lt. Gen (Retd) S K Sinha has greeted the people of Jammu and Kashmir on the auspicious occasion of Lohri and Makar Sankranti, marking the end of winter and subsequent change in the season.
The lighting of bonfires on Lohri festival denotes not only the onset of more comfortable days ahead but also richness and continuity of the State’s unique heritage that has withstood the test of times, General Sinha said in a message.
He recalled that the people of the State particularly Jammu have been celebrating this festival with much fan fare, gaiety and fervour like other parts of India since a long time. May this festival be a harbinger of an early spring unfolding with it peace, happiness and prosperity, he said.

Awareness camp on Health and Nutrition of Adolescent Girls held at Bagh-e-Bahu
JAMMU, JANUARY 12 (INFO)-One-day awareness camp on ‘Health and Nutrition Status of Adolescent Girls’ organized by ICDS Project Gandhi Nagar at Sheikh Nagar in Bahu Fort here this morning.
About 200 adolescent girls and ladies participated in the camp. The objective of the camp was to create awareness among adolescent girls regarding their health, nutrition and also aware about the marriage after 18 years.
Speaking on the occasion, Food and Nutrition Officer Mr. A. Braru demonstrated about low cost recipes and said that the government has launched many schemes in Social Welfare Department to upgrade the status of Below Poverty line people. He asked the people to avail the benefits of schemes.
Project Officer Gandhi Nagar also spoke on the occasion and apprised the girls so that forward and to know their rights in the society so that they would be properly looked after.
On the occasion, CDPO Gandhi Nagar Mrs. Trishla Kundal and Mr. Braru distributed prizes among the participants.
Corporator Mrs. Rita Devi, Medical Officer Dr. Sushma, CDPO Gandhi Nagar Mrs. Trishla Kundal and other field officers of ICDS Project Gandhi Nagar were present on the occasion.

Prepare for new security challenges: Tyagi
Governor for rationalizing higher defence organization
JAMMU, JANUARY 12- Governor Lt. General (Retd) S K Sinha today emphasised the need for a rational and modern higher defence organisation in India at par with other democracies of the world
Speaking at the 2nd General Zorawar Singh Memorial Lecture at University of Jammu this morning, the Governor said that such a mechanism is necessary for the three defence services to work in close cooperation, as today no war can be fought exclusively by a single defence service.
The key note lecture organised by Centre for Strategic and Regional Studies on ‘Changing scenario dynamics and the role of aerospace power’ was delivered by Air Chief Marshal S P Tyagi.
General Sinha said that after India’s debacle in 1962 war with China, he had conducted a research on the reasons for the debacle and measures to be taken for overcoming our weaknesses exposed by that war. The Defence Services has been increasingly marginalized in the process of decision making in defence matters. He said, he had been a carrying out a crusade for reorganization of the country’s higher defence organisation. The need for such a mechanism was again felt after the Kargil war when the Union Government formed a working group under a former Minister of State for Defence, Mr Arun Singh he said, adding that as Governor of Assam he was asked by the Study Group for a draft to be discussed for their report. He sent them the draft which was adopted in toto for the first volume of its report urging integration of Defence Services with Minister for Defence and appointment of Chief of Defences Staff. He said that this report was approved by the Group of Ministers but the implementation of recommendations has been very tardy. He said integration has been carried out in matter of not any consequence and there is a headless Integrated Defence Staff.
Dwelling on the importance of aerospace power, the Governor called for thinking, planning and preparing for space warfare by strengthening the air force, cutting delays in defence production capabilities and a suitable higher defence organisation. He also sought qualitative and quantitative increase in the air force to have and edge over the potential aggressor.
General Sinha sounded caution over dwindling strength of the air-force which had been planned to be of the size of 45 squadrons after 1962. However, on ground today its strength is 33 against 39 authorized. This is likely to drop further to 26 by 2015. While stressing the need for giving a big boost to indigenous defence production, he said this process had to be expedited particularly for 22 years India has been struggling with the production of light combat aircraft over which ‘we have spent a whopping Rs 6000 crore.’ He said that it is now stated that this aircraft will be introduced for services in the Air Force only in 2012.
The Governor, however, painted rosy picture of achievements of Indians in space technology, saying that Sunita William, the young astronaut is going to remain in space for six months, exploring new vistas. ‘Our scientists have successfully launched PSLV with four satellites’, he added and hoped that when a satellite effects re-entry into the atmosphere and come down with a splash in Bay of Bengal, ‘we would have achieved a wonderful success at par with very few advanced nations of the world.
Underscoring the importance of strong defence for peaceful environs, the Governor said that India with political stability and economic development is poised to be a global power.’ We have to gear up for facing the challenges of the future’, he said. He also dwelt on the evolution of defence preparedness, saying that immediately after Independence there were second thoughts on giving adequate build up to armed forces with majority opining against it. ‘But for the invasion on Kashmir in 1947, we would have cut down our defence budget still further’, he said. -2-

General Sinha endorsed the view of the Air Chief that in the changing scenario strategic boundaries are taking precedence over geographical limits of Indian nation state. India’s strategic boundaries were now from the Suez Canal and Malaccan straits and from Central Asian Republics to the Indian Ocean and the concept of nation state is fading away. ‘We have to rise to the changing scenario as a responsible and emerging economic power of tomorrow’, he declared.
In his key note lecture, Air Chief Marshal S P Tyagi said that economic growth of a nation is not possible without military power as peace is imperative for stability and development.
He said that in the fast changing scenario, strategic boundaries are not confined to geographical lines and India has to see beyond the borders. He lauded the political stability in India but cautioned against instable political environment in the neighborhood. This calls for adequate preparedness and aerospace power will have to play an important role in the defence of the nation, he added. ‘In the new strategic scenario, new security challenges to protect trade, commerce and energy will have to be met forcefully’, he opined.
Referring to the importance of aerospace power, the Air Chief Marshal said that air force will be dominating the wars of tomorrow.
Vice Chancellor, Prof Amitab Mattoo introduced the Chief of Air Staff to the audience while Director of the Centre Mr P Stockdan spoke about the event.

Lecture series at SMVDU
KATRA, JANUARY 12- A high profile lecture on Investment in Stock Market was organised by Shri Mata Vaishno Devi University for its scholars of Business School to keep them abreast with the changing economic scenario the world over.
Prof Khursheed Ahmed Bhat, Head Department of Commerce in University of Kashmir stressed on setting of objective of investment by identifying the risk tolerance limit determined by the financial capability and nervousness of a person. He said that setting of objective should then be followed by a decision on portfolio of investments. He suggested putting a portion of wealth in risky assets and a portion in non-risky assets so as to assure a good return. Fundamental analysis is required to identify the stocks, which consists of economy analysis, industry analysis and finally company analysis.
The Professor also discussed the feasibility of choosing the direct and indirect routes of investment.

DDC Kup visits Doodhipora
Kupwara, January 12 (INFO)- The District Development Commissioner Kupwara today toured Doodhipora area and reviewed the pace of construction work on the middle school, Doodhipora, coming up at a cost of Rs.4 lakh.
He also inaugurated community centre and playground constructed under Sadbhavana project on which Rs.15 lakh have been expended.

RD celebration arrangements reviewed in Pulwama
Pulwama, January 12 (INFO)- Arrangement for smooth conduct of Republic Day celebrations in Pulwama district were reviewed at a meeting held here today with Deputy Commissioner Mr. Mehraj Ahmad Kakroo in chair.
The meeting was informed that the main function will be held at district headquarter where chief guest will unfurl the national flag, inspect the march past. The contingents of police, CRPF, school children and NCC will participate in the March past.
The meeting decided that function will start with Shanai-wadan. A colorful cultural programme will also be presented by school children which will be co-ordinated by District Youth Services and Sports, Information and Education departments, Pulwama.
The meeting also reviewed the arrangements of security, drinking water, electricity and sanitation for the day.
The Deputy Commissioner stressed for close coordination between various agencies for making the celebrations a success. Similar type of function will be held at tehsil headquarters.
The meeting was among others attended by SP, Pulwama, Additional District Development Commissioner, Pulwama and senior officers of the district.

488 vacancies filled up in Baramulla
Baramulla, January 12 (INFO)- For providing additional staff and also to fill up 48 vacancies, 488 candidates were selected as contractual teachers during past eight months of current financial year, in the district Baramulla.
This was revealed at a meeting of concerned officers held here today.
It was also discussed that enrollment in government run educational institution upto 12th class has reached 217812 in the district while as the number of primary schools is 1229, Middle schools 557 besides 124 high schools and 52 Higher Secondary schools are presently providing education to local students.

RD arrangements reviewed in Uri, Bandipora
Baramulla, January 12 (INFO)- To finalize the arrangements with regard to celebration of Republic Day functions at Uri and Bandipora tehsils a meeting was held here today.
The SDM Uri and Tehsildar Bandipora chaired the meeting which was also attended by police, tehsil and line officers.
It was informed that flag would be hoisted at these tehsil headquarters at 10 a.m. will be followed by the March Past from the contingents of JKP, Armed Police, CRPF, Fire Services, NCC and school children.
A cultural programme would also be presented on the occasion by various schools of the tehsils.

Srinagar records 6.20 lakh mutton, 2.30 lakh wool production
Srinagar, January 12 (INFO)- The annual mutton and wool production has reached 6.20 lakh Kgs and 2.36 lakh Kgs respectively in Srinagar district. The district has registered highest crossbred percentage of sheep population as out of 1.22 lakh sheep, 1.14 lakh have been upgraded.
Besides, the department is carrying out its extension activities through 35 sheep extension centres and six first aid centres. So far, 1.46 lakh sheep were vaccinated, dosed and dipped against various diseases while 0.25 lakh sheep were treated against various ailments during the same period.

Div Com condoles demise
Srinagar, January 12 (INFO)- A condolence meeting was chaired by the Divisional Commissioner, Kashmir to mourn the death of Haji Ghulam Mohammad Qureshi, father of Mr. Ghulam Mohi-ud-Din Qureshi, working in Divisional Commissioner, Kashmir’s Office who expired on January 10, 2007 at Makah Sharief after performing “Fareeza Hajj”.
While sharing the grief with Mr. Qureshi on the demise of his father, Divisional Commissioner, Kashmir said that the departed soul was a pious person who has been blessed with burial at Makah Sharief after performing Hajj which is the ultimate desire of a Muslim.

Rs 4200 fine recovered from erring traders
Srinagar, January 12 (INFO)- As a sequel to drive against violators of Weights and Measures Act, the department of Consumer Affairs and Public Distribution (CA&PD) checking squad headed by Deputy Director Enforcement, Mr. Rafiq Ahmad Dar has booked 11 traders for violating various provisions of Weights and Measures Act recovering Rs. 4200 as fine from the erring traders during last week.
The department has directed the traders to display rate lists at prominent places or face legal action.
Meanwhile, the department has advised wholesale and retail k-oil dealer of Kashmir valley to lift the remaining quota of current month. Any violation in this regard shall be viewed seriously.
The Director CA&PD asked the consumers to get 7 litre of k-oil per ration card from the concerned dealer and any problem in this regard can be reported at his office immediately.

Muharram-ul-Harram arrangements finalized at Pulwama
Pulwama, January 12 (INFO)- Various arrangements for the Muharram-ul-Harram were finalized at a meeting held here today with District Development Commissioner, Pulwama Mr. Mehraj Ahmad Kakroo in chair.
The meting was among others attended by SP Pulwama, Mr. Nitish Kumar, Additional District Development Commissioner Pulwama, senior officers of the district and representatives of Shia community.
The meeting decided that repair patchwork will be carried out in the areas where Muharram congregations will be held by respective departments so that no inconvenience is caused to the people.
Every medical support including first aid camps, deployment of medical and para medical staff will be provided in the areas by Health department, Pulwama.
The PHE department will ensure potable drinking water in these areas and will keep water tankers available at the identified places. The municipal committees will look after the sanitation in these areas and will ensure cleanliness in the areas.
The food and supplies department will ensure adequate supply of essential commodities in the district. It was also decided that firewood will be made available at Shia dominated areas.
The District Development Commissioner, Pulwama instructed the PDD to ensure uninterrupted power supply in these areas during Muharram-ul Harram.

All cities and towns to be metered by August 2007: Jora
Srinagar, January 12 (INFO)- To curb the menace of power theft in the state the government of Jammu and Kashmir is installing Electricity meters in all big cities and towns by August 2007.
This was stated by the Minister for Power Development, Mr. Nowang Rigzin Jora while addressing a jam-packed press conference here today.
Mr. Jora sought people’s co-operation in governments’ endeavor to check the power pilferage. He said that Power Development department is trying its best to provide round the clock electricity to metered areas but the power theft is hampering the aim. The Minister said that the department has formulated the load shedding schedule, which will make power supply equally available to all regions and areas of the state.
Mr. Jora revealed that the state expends Rs. 7.50 crore daily on electricity while returns are very low. He said that due to concerted efforts of the government additional 100 MWs are being provided to valley currently.
He said that during current fiscal Rs. 29 lakh have been recovered from the consumers indulging power theft in the valley besides,aa1111111111111111```2 Rs. 12 crore have been realized as power tariff from the consumers.
Chief Engineer, M&RE, Mr. Nisar Hussain, Chief Engineer, Systems and operations, Mr. Abdul Rashid, all Superintending Engineers and other senior officers of Power Development department were present on the occasion.
