Opportunity for Tara to make common cause with people

jammu, Dec 19: Senior Congress leader and Deputy Chief Minister Tara Chand will be in the driver's seat for the next almost ten days. It is a golden opportunity for him and other Congress ministers to look back and discuss the situation arising out of the state government's highly controversial order under which the judiciary would be divested of registration powers and the revenue department exercise the same for the first time after almost 90 years. He should withdraw the order so that Jammu province doesn't observe shutdown tomorrow. The legal fraternity, ably backed by almost all the Jammu-based organizations, social and otherwise, barring the NC, the PDP and the CPI - all Kashmir-centric -, has called for Jammu bandh tomorrow to register their protest against the NC-led coalition government. The kind of support the agitated lawyers, who describe the official decision provocative, anti-people and anti-judiciary, has been getting from people does suggest that the Jammu bandh would a massive affair. There should be no doubt about it. Bandh means huge loss.
The fact is that Jammu province is up in arms against the state government over an issue of great public import. It would be only desirable if the authorities take cognizance of the fast-deteriorating situation in the otherwise peaceful Jammu province, notwithstanding the shabby treatment meted out to its people, and reverse the decision without losing a single moment. As mentioned, Deputy Chief Minister Tara Chand would be in command in the absence of Chief Minister Omar Abdullah who is out of the country. Since Tara Chand is charged with the responsibility of looking after the state, it would be his legitimate duty to take necessary steps calculated to maintain peace and order in the state in general and Jammu province in particular. And, the issue that has forced the people of Jammu province, including the community of lawyers, is obviously the government order under scrutiny and fire.
What should Tara Chand do forthwith? He should immediately convene cabinet meeting, discuss with his colleagues the whole issue that has been agitating the minds of the people of Jammu province since November 25 and rescind it in the larger public interest. He and his colleagues belonging to the Congress party must persuade their counterparts belonging to the NC to see reason and do what is needed to preserve peace and tranquility in the state. In case the NC ministers refuse to see reason, the Congress should unequivocally tell them that their rigidity and obstinacy would not do and that they would go ahead to keep the situation under control by doing the needful as they are accountable to the people.
By doing so the Deputy Chief Minister and other Congress ministers would only pursue the line of JKPCC president Prof Saif-ud-Din Soz who has not once, but twice during the last four days, publicly stated that the powers of registration should not be transferred from the designated judges to the revenue officers to avoid the impending confusion and that he had told the Chief Minister that he should discuss the whole matter with the Revenue Minister so that the controversy is amicably resolved and the agitating lawyers resume their work. The fact that the JKPCC chief, who also happens to the chairman of Congress-NC coordination committee, has expressed himself against the official decision can be a legitimate cause for the Deputy Chief Minister to act and act without any further delay. Will he and other Congress ministers rise to the occasion and respect the people's sentiment? Or, will they create a situation like the one the Congress in New Delhi has created across the country - situation that has blackened the face of the Congress-led UPA government beyond recognition?
