Let experts' committee monitor utilisation of funds? | | | When the PDP patron, Mufti Mohd. Sayeed, accused the National Conference led Government of misutilising funds earmarked for various development projects,especially those projects that fall in the central sector,he voiced common peoples' views on the level of "misgovernance"in Jammu and Kashmir.In fact the Mufti seems to be so much perturbed over reports indicating "misutilisation" of funds allocated by the centre for various development schemes including the Prime Minister's Sadak Yojna and employment gurantee schemes that he has urged the AICC general secretary,Rahul Gandhi,to pay attention to largescale "misutilisation" of central allocations.Mufti's advice to Rahul Gandhi has come in the wake of Congress leader's criticism of the poor governance of the UP Government headed by Mayawati.During his recent one-week tour of Uttar Pradesh Rahul Gandhi had blamed Mayawati for having misutilised funds earmarked by the centre for various development schemes.Hence the Mufti wants Rahul Gandhi to pull up Omar Abdullah because he has been sharing power with the Congress. This way ommissions and commissions on the part of Omar Abdullah may definitely cast a shadow on the image of the state unit of the Conngress and affect its credibility.Reports suggest that since the implementation of the plan allocations for 2011-2012 had been started late major portion of these allocations,including those on the central sponsored schemes,are either yet to be utilised or have been misutilised.And if Mufti Sayeed is to be believed the impact of various development schemes is yet to be experienced by people indicating that some funds on some of the schemes had either been underutilised or misutilised.Surprisingly the Finance Minister,Abdul Rahim Rather,has claimed that major portion of the Rs.6600 crore annual plan had been utilised and the exact figures on the utilisation of funds would be made available soon after the end of the current financial year.Rather does not seem to bother about those who blame the Government for misutilisation of funds,especially in centrally sponsored schemes. The Finance Minister seems to be so much confident about the proper utilisation of developments funds that he is in favour of gi ving some third party the responsibility of monitoring the progress of all the development schemes in both the state and the central sectors.He also claims that both the Planniong Commission of India and the PMO are satisfied with the pace of progress of various development schemes and that was the reason that the centre did not,so far,withheld funds because of delay in the submission of utilisation reports.Rather is not opposed if the state Government's performance was monitored by a third party or by the PMO or by the Planning Commission of India. What intrigues objective observers is the Finance Minister's plea to the centre to grant extension in the completion of some development projects. This means that funds meant for various development schemes have not been fully utilised forcing the Finance Minister to seek extension in the completion of projects. Since reports on misutilisation and underutilisation of funds keep on multiplying it is time for the central Government to constitute a team of experts who may be asked to monitor work progress and utilisation of funds in all the major and minor development schemes. Once it was done the report of the expert committee will remove misgivings on the performance of the Government or the report may shed light on the level of misutilisation of development funds. |
