Court offers relive to Hemophilic patients | DB directs HOD GMC to open Hemophilia Care centre | | EARLY TIMES REPORT Jammu, Dec 20: Responding a Public Interest Litigation filed by Society for Hemophilia Care, the Division Bench of Jammu and Kashmir High Court directed the Head of the Institution of GMC Jammu to open center in Medical College Jammu exclusively of the treatment of Hemophilia patients where the fund allocated by the State Govt can be fully utilized for the treatment. Division Bench of J&K High Court Jammu Wing Comprising Chief Justice FM Ibrahim Kalifulla and Justice Virender Singh considering the factors narrated by Vijay Koul observed that since the state Govt has come forward to sanction fund to the tune of Rs 1 crore for medical college Jammu over and above the plan allocation of 2011-12, every possible step should be taken to utilize such funds for the benefit of the patients suffering from Hemophilia in order to ensure the objective in first instance, Division Bench directed the Head of the Institution of GMC Jammu to open center in Medical College Jammu exclusively of the treatment of Hemophilia patients where the fund allocated by the State Govt can be fully utilized for the treatment. Division Bench further observed that it is needless to state that such center to be opened in GMC Jammu should be under the Dept of Pathology/Hemophilia so that the patients suffering from Hemophilia can be afforded proper treatment under one roof. Division Bench allowed the Head of said Institution to seek for the assistance of the petitioner’ s society so that the patients identified by the said society in the Jammu Region can be made available to avail the treatment in the center to be opened at the GMC Jammu. Since 90% of funds released by the State Govt stated to have been utilized by the Srinagar Medical College for treating the patients from Hemophilia, further funds required for procurement of Drugs for the purpose shall also be released by the respondents. Division Bench also directed Commissioner/Secretary Health & Medical Education that he shall file a comprehensive report about the compliance of report of the earlier order of the Court as well as this order on the next date of hearing. Worth to mention here that in a PIL submitted to Court petitioner stated are about 300 patients who have been identified by the Society in the J&K, State Govt stated to have sanction initial amount of Rs 2 Crores, one Crore Each for GMC Jammu and GMC Srinagar over and above the plan allocation of 2011-2012 under health sector for procurement of Hemophilic, Drugs. While the center at Srinagar is stated to have started working in a full fledged manner and that utilization of the funds stated to be more than 90% and no such proper center has been established in the GMC Jammu.
