Modern Day Teachers Are Not Devoted Towards Their Profession

Education is continuous process which begins from
cradle and ends in the graveyard. So in order to make every pupil learned and enjoy the pursuits of nature ,lot of efforts have been made to build up an environment both at home and school ,conducive enough to stimulate learning .In this regard Operation Blackboard was first attempt made in this direction in the year 1987-88, followed by series of sucessive efforts especially District Primary Education Programme, Sarv Shiksha Abhiyan and Rashtriya Madhyamik Shiksha Abhiyan. The sole aim was to make education accessible to one and all citizens of this nation rising above the different barriers of Caste,Creed ,cultures,Race and limitations. The other purpose was to enhance the quality of education .But sadly the results could not be achieved to gain applause at all. What was desired has lot of vacuum to fill to meet the unfulfilled aspirations .Although there is another issue that endeavours ,have indirectly helped in raising the quantity of enrolment of the students but inadequate supply of good dedicated ,devoted teachers have definitely affected the teaching - learning process in different manifestations related to the educational parameters.
As per the estimated reports, India still needs the services of 1.2 million teachers .The supply of teachers is all more essential, in order to keep a balance in the pupil-teacher ratio as conceived in the Right to Education Act, 2009.This unmatched ratio has ended in a mess and resulted in a composite educational development index that necessitates a study of teachers and their compatibility in ensuring the educational outcomes of a higher standard. The biggest problem arisen due to this mismatched ratio is direct effect on the learning process of the students who could not gain full attention of the teachers and teachers feels overburdened to meet the arising needs of students in fulfilling the learning quest of the students at hand.
According to a World Bank Harvard University report ,in India, "with one in four government primary school ,teachers remain absent on any given day and for the teaching ,India is wasting much of its budgetary allocations for the sake of education. Further it is stated that India rates highest nearly 25%, among other countries where there is absence of teachers in the schools. This is in fact the disease that needs to be wiped out from the sullen education culture prevalent in the country especially in the government managed schools, where the staff is fortunately, highly qualified and professionally sound with bundle of degrees in their respective possession. Not only this, they also draw good perks in comparison to those serving in the private institutes. Teachers do not show painstaking interests in their professions.
Astonishingly report further revealed that those present in the schools do shirk in attending their classes despite present physically in the premises of their institutes. The reasons for this high pitched absence rate are varied and many .Non teaching duties take the high toll of absence rate of teachers .Also national duties ,various type of clerical jobs oriented work assigned in addition to their own teaching distract their taste to attend the classes. Further delayed efforts in providing them training towards their jobs, have equally compounded the issue resulting in the growth of chaos. Then a host of admissible leaves and other officially sanctioned duties too help in raising the absence rates. Apart materialistic glitter has also captivated their attention to pursue more other lucrative works to gain monetary benefits at the cost of students career who remain deprived of their teachers due care ,devotion and attention. In gist, internal factors are more responsible than the external factors for the teachers remaining absent from their classes.
So far there is no credible information regarding study conducted about the categories of absence of teachers at the state level ,However it is estimated that, in India, the absence of teachers is nearly 30% in case of the Heads,22% in case of the second in command,23% in case of the regular teachers, and 25% in case of the contractual teachers .It appears that there is a strong correlation between the Heads and their absenteeism .It is also noticed that higher salaries and higher qualifications have barely any relevance with the teacher's absence rate. However there is quite a contrasting unfolding results in the privately governed institutes .May be it is due to better infrastructure and frequent inspections carried out by the owner of the institutes and strongly inbuilt administrative mechanism policy. It seems as if the close governance and fear of being penalised or cutting of the salary are the prime factors for the reduction of absence rate.
Hence there is urgency for the reforms to be adopted to set the rotten education set up not further get derailed to lose taste. The National University of Education Planning and Administration has been regularly issuing on the yearly basis statistical data under the District Information system for education .The monitoring cells at the different level needs to be more functional in utilising the data .Apart there is also requirement to work out strategy at the macro-level changes in the educational system in view of the new challenges.
A teacher it may be noted does not work in vacuum. Rather he is an instrument in sub system of society and administration. Hence some other administrative reforms measures like proper recruitment, training to teachers ,adopting a concrete sound promotional policy, empowering the educational heads with certain powers, decentralising the educational set up more liberally ,strengthening the cadre based induction through in service programmes and APR's reflection ,distancing from the political interferences, frequent surprise inspections ,Awards for showing exemplary courage to take the education to the heights etc. may also be made to make the role of teachers effective enough in the overall changing scenario of educational outcomes. If healthy atmosphere is afforded to them definitely there will be sea change and modern day teachers will devote more than expectations. Otherwise the prevailing scenario is not going to yield any dividends in the near future and we cannot hope of any encouraging fruitful results to feel boast of.
