Govt makes two cabinet ministers, MLA eat humble pie | Transfer order of Bhumesh Sharma rescinded | | Early Times Report JAMMU, Dec 20: Two cabinet ministers and a legislator from Jammu region who had hectically lobbied for transfer of politically well-connected KAS officer Bhumesh Sharma and even managed to get him transferred from Poonch to Jammu had to eat a humble pie when the government rescinded the order. Shell shocked, these two congress cabinet ministers have been doing rounds of Minister for Labour and Employment Abdul Gani Malik's official residence and asking him to take up the issue with Chief Minister Omar Abdullah. Sources said that not only these two congress cabinet ministers but an MLA of Jammu based party (who was cabinet minister during Mufti led coalition government) has also taken strong exception to the rescinding of an order issued by a minister. It needs to be mentioned here that government had on August 27, 2011 transferred Kashmir Administrative Service (KAS) officer Bhumesh Sharma from Deputy Transport Commissioner's (DTC) office and posted him Deputy Director (DD) District Employment and Counseling Center Poonch. Sources close to Minister for Labour and Employment Abdul Gani Malik maintained that two powerful congress ministers and an MLA of Jammu based political party began pressuring Malik to bring Sharma back to Jammu within shortest possible time. They added that Malik resisted the move for around two months but when the pressure increased, he succumbed and vide Government Order No. 90-L&E of 2011 dated 29-11-2011, Malik transferred Bhumesh Sharma from the post of Deputy Director, District Employment and Counseling Centre, Poonch to Deputy Director, District Employment and Counseling Centre, Jammu. Hence, in complete breach of transfer and posting norms, Sharma managed his next posting within three months. However, sources said that after receiving specific compliant against Sharma, Chief Minister's office asked General Administration Department (GAD) to enquire and correct if wrong has been done. Thereafter, GAD vide Govt. Order No.14564-GAD of 2011 Dated: 19-12-2011 cancelled transfer order issued by labour and employment department and asked Bhumesh Sharma to report back to his office in Poonch. "The matter was brought to the notice of GAD officials, which took a strong note of violation of transfer policy by the department", sources claimed adding that order was rescinded and Sharma was asked to join back as Deputy Director District Employment and Counseling Center Poonch. They added that being a KAS cadre post, none other than GAD has powers to transfer officers. "Rules stipulate that a KAS officer cannot be transferred ordinarily from a post until he completes the tenure period of two years. In grave circumstances, government does transfer officers without following the tenure norms but here is no such case," said an official. He disclosed that several people have been knocking at the doors of certain officials in the Chief Minister's secretariat and seeking reversal of the order. "Two cabinet ministers have been keenly following the developments. They are not ready to heed to the rule book and instead, have been asking us to transfer Bhumesh Sharma back to Jammu," said an official seeking anonymity. He added that while the transfer order would not be revoked in any case, an explanation would be sought from the officials of Labour and Employment Department as to what prompted them to breach administrative rules and regulations. |
