Omar Abdullah immune to genuine public protests | | | Employees Joint Action Committee has decided to stage a pen down strike in Kashmir in protest against the nonimple-mentation of the agreement the Government had hammered out with the state employees on September 15. Under the agreement the employees were to get the arrears of the 6th pay commission in five instalments and till date the first instalment had not been released. During the last over 10 days Lawyers in Jammu are on strike in protest against Government's unilateral decision on tranferring land registration from Judiciary to the Revenue Department. On Tuesday the call for shutdown given by the Jammu Bar Association evoked full response from the traders, transporters and even a section of the Government employees. Normal life was paralysed in Jammu inconveniencing commuters, especially pilgrims to Mata Vaishno Devi and other tourists wo had plan on visiting Patnitop resort. Several thousand pilgrims got stranded in Katra because of absence of passenger transport services. Lawyers in the Kashmir valley too had observed shutdown a number of times demanding that the land registration should be restored to the judiciary. Employees in the state have agitated in the past too. Work in Government offices, public sector undertakings and banks besides the educational institutions remained affected for a number of days forcing the Government to accept employees' demand for release of 6th pay commission arrears.Though the employees grudgingly accepted to get the arrears paid to them in five inst alments the Government continues to dilly dally. This may provoke the employees to resort to shutdown again which would entail heavy losses to the Government.The ruling coalition in Jammu and Kashmir seems to be immune to protests by people, lawyers, employees, students and others.Usually the ruling coalition has remained unwilling to concede the demands of employees and other protesters. At one stage the Government was not willing to accept the 6th pay commission recommendations but had to surrender when the employees went on indefinite strike. The 6th pay report was accepted with the condition that the arrears would be paid whenever the Government's financial position was satisfactory. Employees knew it well that the state Government's defective planning was unlikely to bring the state out of red and they went on strike again. It seems that the Government led by the National Conference enjoys opening various fronts when it is unable to tackle the situation even on a single front.The purpose is to set the stage for rallies, strikes and shutdowns which could allow it a chance to divert peoples' attention from the real issues. What amazes even the Congress leaders, who share power with the National Conference, is the way the NC leadership has not accepted the Congress plea for revocation of the order under which land registration has been transferred from the judiciary to the Revenue Department. The NC leadership, especially the Chief Minister, keeps his eyes shut and ears closed with the result genuine arguments of the lawyers against the Government decision has no impact on him. Agreed that the union Home Minister, P.Chidambaram,the AICC general secretary, Rahul Gandhi, support Omar but that may not help him and the party he belongs to check rapid erosion in the strength of the National Conference. The land mafia and those adept in land grabbing have not spared even the Government and forest land and instead of finding a solution to the ailment Omar Abdullah has,by transferring land registration from the judiciary to the Revenue Department, which is bound to instituionalise land grabbing in Jammu and Kashmir. |
