| Sham, Taj , Mir performing well, Bhalla, Sagar, Sakina-constituency centric-Observers | | | Early Times Report
srinagar, Dec 22: With Prime Minister not impressed by the pace of development in key sectors in Jammu and Kashmir and the Chief Minister, Omar Abdullah himself not 'satisfied' with the performance of a number of departments rather ministries, as no discernible progress has been made on various fronts, watchers have rated various ministers according to their individual performances. General performance, Constituency centric, poor performance and non-existent are the four categories, the watchers have classified the ministers.
On January 5, the NC-Congress coalition government would be completing its three years in office and speculations are cabinet reshuffle and expansion are doing rounds. If sources are to be believed, Congress high command is contemplating replacing poor performers with fresh faces in the team of council of ministers while National Conference too is keen to replace a couple of ministers.
Observers while describe Minister for Health Sham Lal at the top of the list of good performers in terms of delivering effectively and bringing about a positive change in the ministry ever since he at the helm. In other words he is being rated as good and satisfactorily performing Minister. Minister for PHE, Irrigation and Flood Control Taj Mohiuddin is also being rated as good in terms of his performance on ground. Though Raman Bhalla's report card is better in comparison to other ministries, he is being rated as the most constituency centric minister being 'non-performer' as for the revenue department is concerned.
Pertinently, general public, for last one decade or so have been consistently holding the view that ministers in state cabinet hardly do justice to their portfolios as they have been by and large constituency-centric spending most of their energy and time in their respective constituencies. "This has been the general trend of most of the ministers to strengthen their foot-hold in their respective areas by mobilizing all the resources at their disposal as ministers in their constituencies" said a keen watcher. However, the watcher, believes majority of Omar Abdullah's cabinet colleagues have turned constituency sick and are least bothered about their duties and responsibilities enshrined in them while holding important portfolios.
For instance, observers, feel that Ali Muhammad Sagar and Peerzada Muhammad Sayed are mismatches as for the portfolios-they are holding-are concerned. "Sagar has become Urban Minister for Rural Development while Peerzada Sayed is poorly educated minister for Education" opines a senior Jammu based journalist. Both, he adds' can't do justice to the respective departments for reasons known to all. Similarly, Sakina Ittu holding very important portfolio of Social Welfare Department is absolutely redundant for she being one of the most constituency centric minister.
However, Ghulam Hassan Mir, though constituency-centric too, is considered as the second well performing minister as he has been successfully maintaining balance while as Ali Muhammad Sagar is rated as the second most constituency centric minister with no discernible progress in Rural Development Department.
Minister for Social Welfare Sakina Ittu is the third constituency centric minister with absolutely no progress in the department on ground.
Deputy Chief Minister Tara Chand as well is considered only constituency centric while observers include Minister for Forests Mian Altaf Ahmad, Minister for School Education Peerzada Muhammad Sayed in "Poorly Performing Category". While Minister for Sports and Medical Education RS Chib is rated as poor performer and Minister for Commerce and Industries SS Salathia, Minister of State for R&B Javed Dar, Minister of State for Power Shabir Ahmad Khan, Minister of State for Forests Ajaz Khan are rated as non-existent ministers.
Minister of State for Home Nasir Aslam Wani is being described as confused between Lolab and Amira Kadal Constituencies. Minister for Tourism Nawang Rigzin Jora though a good performer is being considered as region -conscious while Minister for CAPD Qamar Ali Akhoon is rated as poor performer, while some observers label Mian Altaf Ahmad as community conscious. Minister for Science and Technology and Animal Husbandry Aga Ruhullah is rated as non-existent having decimal performance on ground.
Coming to the departments, observers have rated Fisheries Department as the most functional department under T Angchuk while Srinagar Municipal Corporation is viewed as the largely non-functional with decimal progress on visible on ground. Similarly PHE Kashmir is rated as the second most functional department while as Social Forestry Department absolutely non-functional. |
