Time for leadership to intervene without losing a minute

jammu, Dec 23: Congress party might have made some inroads in Kashmir Valley, but it has become thoroughly unpopular in Jammu province. It is Jammu province which kept the Congress alive after 1975, notwithstanding the Congress high command's mind-boggling decision to bring down its own government in the state and hand over the state power on a platter to the votary of plebiscite Sheikh Mohammad Abdullah, whose outfit is wrecking the constitution from within and systematically vitiating the political atmosphere in the state by raking up divisive issues, instead of focusing on issues of governance. The Congress has been enjoying power in the state since 2002 primarily because of Jammu. Jammu returned as many as 15 Congressmen to the Assembly in 2002 and 13 in 2008, thus enabling the Congress to enjoy power after 1977.
The people of Jammu province reposed again and again their faith in the Congress hoping that it would discharge its obligations towards its Jammu constituency by ensuring its development like the well-developed Kashmir Valley and taking on in an effective manner, isolating and reining in the Valley-based pro-autonomy and pro-self-rule outfits in order to hasten the process of the state's integration into India. But the Congress again and again failed the people of Jammu province. It did not keep its solemn promises made in 2002 and 2008 and it hobnobbed first with PDP and then with the pro-autonomy NC.
The Congress had, it bears recalling, promised regional development board in 2002 and regional council in 2008, but it took the people of Jammu province for granted, subverted the people's mandate and practically became the mouthpiece of the Kashmir-centric and divisive outfits. Not only this, the Congress did not do anything whatever since 2002 to controvert the pernicious influence of any of its alliance partners, thus giving them an opportunity to further widen the already rather wide gulf between the state and New Delhi and communalize the state polity and economy. The situation continues to remain the same even today, notwithstanding JKPCC president Saif-ud-Din Soz's interventions from time to time, the latest being his scathing attack on Chief Minister Omar Abdullah on the issue of AFSPA revocation.
The point is that the Congress ministers belonging to Jammu province, without any exception, have never ever asserted their authority either in the cabinet meetings or outside. It would not be out of place to mention here that the Kashmir-based parties took several controversial decisions between November 5, 2002 and till date. But as far as the Congress ministers belonging to Jammu province were concerned, their only role was to endorse their decisions and proposals. It is hardly necessary to refer to all the decisions the Kashmir-based parties, in collaboration with or with the full backing of the Congress ministers, took to jeopardize the legitimate political and economic interests of the people of Jammu province and create serious problems for the nation in the state in general and Kashmir Valley in particular. The withdrawal of the Dogra certificate order and withdrawal of powers of registration from the judiciary are just two instances which serve to demonstrate the fact that it is the NC that is playing the shots, with the Congress ministers belonging to Jammu province only there in the cabinet or the council of ministers to toe the NC line. This is the main reason for the Jammu's anger against all the Jammu-based Congress ministers.
It is time for the leadership to intervene and stem the rot. He is just not the president of the state unit of the Congress party. The leadership can set things right and help the party restore the ground it has been losing in Jammu province because of the various acts of omission and commission committed by the Jammu-based Congress ministers. There is no doubt whatever that the Jammu-based Congress ministers have damaged Jammu, damaged the nation and damaged the Congress party in this province in order to remain in the good books of Chief Minister Omar Abdullah - Omar Abdullah who is in the driver's seat because of the Congress' support. Why should the Congress play the role of second-fiddle? It is an equal partner in the state government.
