Administrative propriety brutally violated, Khan obliquely does Pole's job | Transfer of 11 Patwaris in Udhampur Tehsil | | Syed Junaid Hashmi JAMMU, Dec 23: Former Deputy Commissioner (DC) Udhampur Baseer Khan's decision to reshuffle eleven revenue officials, four days after cabinet ordered his transfer to Srinagar has upset many and raised questions over administrative propriety, which every officer is expected to follow on being transferred. Baseer Ahmed Khan, known widely for resisting political pressure, transferred eleven Patwaris of Udhampur district on December 19, 2011 through seven different orders i.e. four days after being transferred. Some of the Patwaris, according to revenue officials in Udhampur, had not completed their tenure of two years. Questions are being asked as to why despite having been transferred, Khan chose to reshuffle Patwaris in the interest of an administration, whose head he was not anymore. The seven Patwaris transferred have all been given positions much better than the ones they were already holding. Tilak Raj has been transferred from Patwar Halqa Kashirah to Patwar Halqa Rehmbal. Dinesh Chand has been transferred Patwar Halqa Mada to Patwar Halqa Karlah. Yash Paul has been adjusted in Patwar Halqa Ballian from Patwar Halqa Kalar Himmati. Ghulam Mohammed has been posted in Patwar Halqa Kalar Himmati from Patwar Halqa Laddan. Mukhtyar Ahmed has been shifted from Patwar Halqa Jakhaini and posted as office Patwari in Udhampur Tehsil. Saima has been posted in Patwar Halqa Jakhaini. Lochan Singh has been transferred from Patwar Halqa Kawa to Patwar Halqa Kashra. Subhash Chander has been posted as Patwari in Patwar Halqa Bariyan while Arshad Hussain has been shifted to Patwar Halqa Udhampur from Patwar Halqa Garnai. Gulshan Amin has been brought to Patwar Halqa Latti from Patwar Halqa Basantgarh. Aejaz Ahmad, who was posted as Additional Patwari in Kud Patwar has been given the complete charge of Ku Patwar. Copies of these transfer orders and the language clearly indicates that these have been seemingly done on the instructions of higher-ups in the revenue administration. Sources said that Deputy Commissioner (DC) had no apparent reasons to send copies to officials sitting in civil secretariat for information. Sources said that some of the Patwaris had not completed mandatory two year term and were transferred untimely. A senior officer, wishing not to be quoted, said that while administrative rules do not bar an outgoing Deputy Commissioner (DC) from transferring revenue officials but propriety demands that outgoing officer should leave such issues to the wisdom of incumbent. It is for the new Deputy Commissioner (DC) who has to run the administration to see whether there is any need to reshuffle officers especially Patwaris or not, opined the officer. He elaborated that an outgoing Deputy Commissioner (DC) for the sake of propriety should leave transfer and posting decisions especially of the revenue officials to the new Deputy Commissioner (DC). "While giving the charge, outgoing DC can apprise the new DC about the imminent transfers and also explain reasons for same in black and white so that painful questions and unnecessary hue and cry is avoided," added the officer. He stressed that government should rescind these transfer orders and advice new Deputy Commissioner (DC) Udhampur Pandurang Pole to adjust these Patwaris, according to administrative needs. An official who worked with Deputy Commissioner Baseer Ahmad Khan reiterated that the transfers were necessitated due to vacancies at these places. "Some Patwaris had been promoted. None has been transferred prematurely. Even then, we had advised against issuing transfer orders," added the official. However, Deputy Commissioner (DC) Udhampur Pandurang Pole who has recently joined on being contacted said "The issue has already been brought to my notice. I will surely look into it." |
