Harsh-Mangat Ram indulge in verbal dual

Jammu, January 12–Government is violating the minimum waging act by paying mere Rs 1500 hundred to highly educated ReT teachers, whereas more mony is being paid to middle pass daily rated employees.
“This is clear violation of the minimum wages act”, alleged former education Minister Harsh Dev Singh while speaking on the calling attention motion given by him on the ReT issue, which has rocked the assembly as well as the roads of Jammu during the last week.
Sharply criticizing the govt inaction on the ReT issue, Singh wanted to know as to why this injustice is being perpetuated by the coalition. The ReT teachers are on the roads for want of better remuneration, but the manner they have been treated by the administration is condemnable, added Singh.
Singh’s stinging remarks, however, evoked a surprising but equally sharp retort from veteran congress leader Mangat Ram Sharma, who asked the Panthers MLA to desist from making speech and instead ask specific questions.
On this Harsh Dev lost his cool and in a burst of anger, shouted at the senior congress leader, “aap Ko kya problem ho rahi hai. Do not try to teach me rules of the house. In what capacity are you suggesting to the chair to direct me not to deliver a lecture”. Reacting sharply the deputy Chief Minister said ,” As a senior legislator it is my duty to see that the business of the house is conducted properly.”
Not ready to give up an angry Harsh Dev replied, “If this is so. First go and read the rule book yourself”, surprising the legislators, who were not expecting such a response from the former education minister.
The matter did not end here as Mangat Ram Sharma again intervened and asked “Why had he not resigned earlier”, when the former education minister cited a cabinet decision regarding Rehbar-e-Taleem teachers and criticized the government.
At this moment Panthers MLA Balwant Singh Mankotia came stood up and defending his party colleague, asked Sharma “Whether he would resign now as his govt was not able to resolve the ReT issue”.
The house witnessed pandemonium, when several Congress legislators including Yogesh Sawhney and Shyma Lal Sharma tried to match the Panthers duo in the slanging match.
Earlier in reply to the Calling Attention Notice of. Harshdev Singh regarding strike call given by ReT from January 10, Minister of state for Education, S. Manjit Singh informed the House that “the ReT scheme was launched in the state in April 2000 in terms of Government Order No. 396-Edu of 2000 dated 28.4.2000 primarily to engage teaching guides called ReT in the primary and middle schools to make up the deficiency of the staff as per the existing norms. The scheme very succinctly specified the concept, eligibility, mode of selection and the honorarium payable. The scheme envisages the monthly honorarium of Rs. 1500/- for the first two yeas which shall be increased to Rs. 2000/- from 3rd year onwards. The scheme also provides that on satisfactory completion of five years as ReT on honorarium basis the candidate shall be eligible for appointment as general-line teachers in the Education Department.
Consequently any person offering for consideration for engagement as ReT is deemed to have accepted all the terms and conditions of the scheme and it would not be legitimate on his part to claim any change in the terms and conditions of the scheme particularly when the scheme gives him an expectation/commitment for regularization after putting in a fixed span of five years of satisfactory service as ReT. The scheme once accepted has to remain applicable with all its terms and conditions and does not admit to any effort by the persons from within the ambit of scheme to have the terms and conditions altered.
