Jammu Kashmir witnessed political and not security turbulence in 2011

Jammu, Dec 24: The state of Jammu and Kashmir experienced political and not security turbulence during 2011.People had respite from the turbulent summer of 2010 and during the year that is to end within next 125 hours the security scenario remained comfortable as compared to the earlier years.
A major political turbulence was in the shape of a tussle between those demanding withdrawal of the AFSPA and troops from within the civilians areas in the state and those opposing it tooth and nail.At one stage the tussle assumed the shape of a conflict between leadership of the National Conference and that of the Congress.
Equally the roar in favour of reintroduction of rotational Chief Ministership and Omar Abdullah's insistence on remaining as Chief Minister for the full six-year term ruffled the already none too placid political water of the state.
In fact the tie between those demanding change of guard and those supporting the status quo had placed the Congress-National Conference coalition Government under severe stress and strain.Throughout the year one could not be sure whether the the coalition rule remained intact or the Congress led UPA Government opted for a change in the three-year old political arrangement.
Yet another political ailment that pained the state's political and democratic strength was the continued dissensions within the State unit of the Congress and the BJP.The tussle between the loyalists and the dissidents in the BJP took a serious turn when seven of the 11 MLAs were suspended from the party.The Leader of the BJP in the Assembly,Prof.Chaman Lal Gupta,was expelled from the party.Later the party leadership recommended to the speaker of the Assembly that the seven MLAs be disqualified af ter having been suspended on charge of having indulged in cross voting in the Lgislative Council election in April last.The issue is yet to be resolved.
The state unit of the Congress remained a prisoner of growing friction between the loyalists,headed by the PCC Chief,Saif-ud-Din Soz,and the dissidents,led by the Union Health Minister,Ghulam Nabi Azad.
The problem of dissensions in the BJP and the Congress helped the PDP and the Panthers Party in inflating its vote bank.Surprisingly,the PDP,which had become a party criticised most in 2008 Amarnath land row in the Jammu region,had succeeded,during the year that is to end within three days,to make inroads in areas of Congress and the national Conference influence.Similarly the Panthers Party feasted on the BJP crisis in the Jammu region.
On one hand the year 2011 saw marked decline in the militancy related violence and activities on the other the level of infiltration bids increased during the current year.There was drop of 25 to 35 per cent in militancy related incidents in the state during the current year when compared to the last year.And during the current more than 25 top militant commanders were eliminated resulting in improved security environment which encouraged the Government for removing over 14 CRPF bunkers in Srinagar city.
Despite growing political uncertanity the state had the benefit of holding the Panchayat elections during the current year after a gap of 10 years.
Apart from counting plus and minus points of the political and security situation in Jammu and Kashmir during 2011 the only thing that disturbed people was what they call misgovernance or poor governance which affected pace of work on various development projects.It was the result of lack of coordination between the Congress and the National Conference.It was simply an alliance of compulsion than convenience between the two parties.(eom)
