| Legislators seek compensation for land under army | | | Jammu, Jan 12 The assembly today witnessed noisy scenes over the issue of compensation to farmers, whose land had been acquired by Army. Members from opposition as well as alliance partners of the government asked the government to expedite the payment of compensation to farmers. The issue rose on the question raised by National Conference MLA Dr Mehboob Beig, who wanted know as to why land compensation had not be paid to farmers by the defence authorities. Taking the government to task, National Conference members Dr Mehbub Beigh, Javed Rana, Mir Saifullah and Ashwani Sharma demanded to know as to why payments had not been made to farmers as well as people, whose land had been mined extensively during the Kargil conflict. Joining the issue with opposition, Congress MLA Shyam Sharma alleged that Defence authorities had not paid compensation to farmers whose land had been mined across the ditch. He asked the government to expedite these cases in the secretariat, so that peasants are not harassed. National Conference MLA Mian Altaf raised the issue of Gujjar and Bakerwal hostels which have been occupied by security forces for operational reasons. He said that students of these communities are facing lot of trouble because of this problem, adding that government should take remedial action. Stating that the government had taken up this issue during the civil military liaison meeting, PDP MLA Abdul Rehman Veeri demanded to know as to what had been done regarding land surveys and fixing compensation. The opposition members raised quite a din in the house and tested CAPD Minister Taj Mohi-ud-Din on the issue. Dr. Mehboob Beg, who had raised the question demanded that a cell be constituted that can pursue cases of this nature in Defence Ministry. In reply to the question CAPD Minister Taj Mohi-ud-Din , however, informed that that a cell is existing in Police department for this purpose which would be asked to expedite the cases. The CAPD Minister further told the Legislative Assembly that Army has occupied 3012 kanals of land at Fatehgarh, tehsil Anantnag for operational purposes which included 806 kanals of land acquired by Housing Department for development of Housing Colony. The details given state that 1880 kanals 18 marlas are at Fatehgarh, 139 kanals 3 marlas at Qasba and 991 kanals 19 marlas at Doonipawa under the occupation of Army. He said that concerned quarters for seeking compensation of fruit and rent of their land. However the concerned land owners have been paid rent for 399 kanals and 15 marlas in addition to compensation for 17 structures. The Minister said that the matter has been taken up with the Defence Estates Officer, Kashmir Circle, Srinagar by Deputy Commissioner Anantnag regarding fruit. Balwant Singh Mankotia, Sham Lal Sharma, Sartaj Madni, Abdul Rehman Veeri, Mian Altaf Ahmad, Mr. G. M. Jan and Thakur Puran Singh raised the supplementaries in this regard.
