A simple graduate acts as Professor in SMVDU! | | |
Sanjeev Sharma JAMMU, Dec 25: Throwing all rules and regulations to winds, a simple graduate (B.Arch) has been made Professor at the prestigious institution of higher studies--Shri Mata Vaishno Devi University (SMVDU). The act has been done under a well knit conspiracy to benefit a blue-eyed retired state government officer at the cost of genuine and deserving candidates. Presently Director, School of Architecture and Landscape Design of the SMVDU, as designated by the institution, `Prof' CL Razdan was allowed to retire second time in his life after his first being in 2006 from the Architect Organisation of the state. Interestingly, till January this year, Razdan was drawing full scale pay in a particular grade instead of a consolidated salary, generally given to a contractual employee on his or her re-employment. It was only on January 31 last that he was treated as "retired" and subsequently got re-employed on contract basis at the same position by his well wishers that too at the age of 64. Little bothering about the future of those deserving in the pipeline to hold the position occupied by Razdan, the University further adjusted this individual violating with impunity the University Grants Commission (UGC) guidelines issued in 2002. The UGC had informed Registrars of all the universities not to re-employ the retired persons. The letter read: "It has been brought to the notice of the UGC that some of the Universities were appointing retired teachers to the statutory and non-statutory bodies of the institution. The matter has been examined by the UGC and it is decided that no retired teachers after the age of 62 years be appointed on any statutory or even non-statutory position, in Universities and Colleges." However, on the contrary, the SMVDU Registrar in an office order No. SMVDU/Adm/11/12019-12022 dated 05-03-2011 stated that "As approved by Hon'ble Chancellor, SMVD University, CL Razdan, presently working as Professor in School of Architecture and Landscape Design is hereby retired from the regular services of SMVD University w.e.f 31st January, 2011 (A/N) upon his having already attained the age of superannuation. He shall be entitled for the retirement benefits as admissible to him, as per rules". The order further read: "Consequent upon the above and as approved by the Hon'ble Chancellor, CL Razdan is hereby re-employed on contract basis as Professor w.e.f Ist February, 2011 for the period upto his attaining the age of 65 years or till the regular appointment of a Professor in School of Architecture and Landscape Design whichever is earlier". Expressing their concern, highly placed sources within the SMVDU informed SAN that a person, who is retired from his earlier services is never entitled to the same benefits in any of the organisation he serves thereafter. But, surprisingly, the SMVDU offered Razdan a scale of pay of Rs 18400-500-22400 at the time of his appointment in February 2007 knowing that latter was drawing pension from his services with the state government. When contacted Registrar of the SMVDU, Roop Avtar Kour said, "The case pertaining to full scale pay to a retired person on re-employment is under consideration and not settled as yet. We have already written to Raj Bhavan (Chancellor) in this regard". She further said that Prof Razdan was employed to the top position considering his experience by the then selection committee in 2007.
