PAC asks PDD to accelerate implementation of power reforms

JAMMU, DECEMBER 26- The Public Accounts Committee (PAC) of Legislative Assembly today asked the Power Development department to accelerate the power reforms in the state, particularly the implementation of APDRP scheme envisaging modernization of power infrastructure.
The committee asked the PDD authorities to furnish a detailed report on achievements registered under APDRP for the scrutiny of the committee members. It also asked details about the allocation of funds, funds released and expenditure incurred district wise under the schemes.
Taking serious note of the failure of some divisions to submit the utilization certificates, the members asked the PDD to fix responsibility for the lapse.
The Committee, which met here under the chairmanship of MLA Mir Saifullah, reviewed the functioning of PDD and examined various audit paras pertaining to the department.
The panel members Prof. Chaman Lal Gupta, Mr. Mohammad Sharif Niaz, Mr. Abdul Gaffar Sofi, Syeed Basharat Ahmed Bhukhari, Peerzada Mansoor Hussain, Mr. Jagdesh Raj Spolia, Mrs. Bimla Luthra, Mr. Naresh Kumar Gupta and Mr. Khalid Najib Suhrwardhy stressed upon the officers of PDD to work with dedication and gear up their field functionaries to achieve the revenue targets. They also called for early electrification of the left out habitations under RGGVY.
The Committee directed the department to furnish status report of electrified and left out hamlets under the programme for its examination.
The Legislative panel directed the PDD authorities to prepare DPR’s for electrification of left out habitations so that these could be covered under the scheme.
The Committee also stressed upon the need for reducing the Transmission and Distribution losses, besides keeping a close check on the power and revenue pilferage. The members asked the authorities to launch a major drive against the power theft and ensure uninterrupted power to all metered areas.
After threadbare discussion on various CAG audit paras pertaining to PDD, the Committee dropped some of these after the explanation given by the authorities.
Among others, principal Accountant General, J&K AG’s office Mr. Venkatish Mohan, Principal Secretary, PDD Mr. Sudhansu Pandey, Director General Accounts and Treasuries Mr. Wali Mohammad Bhat, Managing Director, Power Development Commissioner, Mr. Basharat Ahmed Dhar, Development Commissioner Power, Chief Engineers of various wings of PDD and other officers of PDD besides officers of Assembly secretariat attended the meeting.
Earlier, the MD, PDC briefed the committee about the achievements of PDD. He informed that 70,000 new connections were registered during this fiscal across the state.
