Good governance by the present dispensation is still a dream: Tarigami | ‘Human rights issue remains a serious concern’ | | EARLY TIMES REPORT Jammu, Dec 26 (KNS): 7th Regional Conference of CPI-M Jammu was inaugurated by M. Y. Tarigami State Secretary of the Party and MLA at Miran Sahab Jammu today. The delegate session was presided over by a presidium consisting of Om Prakash, Javid Ahmad Zarger and Sohan Lal. Condolence resolution to pay tributes to the departed leaders was moved by Banarasi Das. The unity of the state with real devolution of political and economic powers to all the three distinct regions is of paramount importance and in the best interest of the people of J&K. All divisive slogans and machinations are anti people and born out of short sightedness. Unity and not division can ensure speedy development. This was asserted by M. Y. Tarigami while addressing the conference. Tarigami described discrimination in any form, totally unacceptable but said that the fight against discrimination does not warrant political fragmentation on communal lines. Regional and Sub-Regional discrimination can effectively be dealt with, by the devolution of powers at the grass root level. The slogans of trifurcation of the state are communal and exploitive in nature and as such need to be discarded forth with, the CPI-M leader affirmed. He however reiterated that the state needs real federal structure by constituting regional and sub-regional autonomous units. Tarigami expressed his dismay at the governance and said that the promised good governance by the present dispensation is still a dream. People continue to face unemployment, price rise, and shortage of essential commodities, power cuts, retardation in industrial growth and lack of facilities in agriculture sector. The rampant and ever increasing corruption in public life is eating into the vitals of the state establishment and the common people are the worst sufferers. Tarigami described the fight against corruption a good omen and demanded revitalization of the State accountability commission. He pleaded for bringing all the sections of bureaucracy under its ambit even if, it requires review of the relevant act. Besides, Accountability Commission should be provided with its own investigative mechanism. Popular pressure needs to be mounted so that the govt. is forced to act with required urgency on this important issue. The central govt. has introduced the Food Security Bill in the Parliament, we in the state want the availability of food at fair prices to all the families. Special care has to be taken that those who have been left out in the last census should be included in the latest lists and should receive ration in any case and at the earliest, Tarigami stressed. He criticized the govt. for not evolving a comprehensive and effective employment policy.The Sher-i-Kashmir Employment and Welfare Programme for Youth (SKEWPY) has not proved satisfactory. He affirmed and demanded revival of sick public sector units, incentives for establishing small industrial units by the skilled and educated youth and the filling up of vacant posts in the govt. departments. He criticized the new employment policy and urged the govt. to revise it. The CPI-M leader stressed the government to resolve the genuine problems being faced by the refugees who were forced to migrate and are presently living at various places in Jammu region. He called for the conservation and promotion of all the languages and cultures of the state and said that the demand regarding launching of Dogri channel on Doordarshan should be considered seriously. Tarigami criticized FDI in retail, hike in the prices of essential commodities, fertilizers, seeds, petroleum and power tariff. Tarigami exerted the people to unite and launch a powerful struggle for the achievement of the democratic and economic rights. He further stressed that united struggles must be launched for safe guarding the democratic rights of the people and people’s livelihood. The administration should not be allowed to encroach upon the legitimate democratic and trade union rights of the working people. Human rights issue remains a serious concern for the whole of our society and the govt. must be made accountable. After the inaugural address, the delegate session started with Sham Prasad Kesar Regional Secretary, presenting the political-organizational report.
