RTI petition exposes embezzlement in Rajouri's Pahari Hostel | Inquiry report out with startling revelations | | Shafiq Mir JAMMU, Dec 26: Large scale embezzlements of government funds have surfaced in Pahaari hostel Rajouri in the inquiry report submitted by inquiry officer to deputy commissioner Rajouri . The report was made public by DC office Rajouri in response to an RTI application in which one Kapil Gupta had sought the copy of the inquiry report of Pahaari hostel . It is pertinent to mention here that deputy commissioner Rajouri, following large scale complaints from the inmates of Pahaari hostel Rajouri and some members of state Pahaari advisory board , had ordered an investigation vide his no SQ/1605-09 dated 28-11-2011 with assistant commissioner defense Rajouri, Farooq Ahmed Shah as inquiry officer . Pahaari hostel Rajouri with the capacity of sanctioned 100 inmates (students) has been running in rough weather for the past several months following charges of corruption and backdoor appointments . The inquiry officer in his report has alleged large scale corruption in the hostel . Pinpointing some of the instances, the inquiry officer says in his report, " The one hundred and eighty nine bed sheets purchased by the hostel authorities @ Rs 200 and 225 per sheet are available in the market @ 100 per sheet . It indicates that hostel authorities have shown double cost of the sheets" . As per the inquiry officer, "the students stated that 32 mattresses were issued to the inmates in last fortnight only after their protest, but the said mattresses have been supplied by army under operation Sadhbhawana . The material purchased during last financial year under the relevant head has neither been issued to the students nor is lying in the store", the inquiry officer stated in his report . The inquiry officer says that the stock and issue registers were not produced to him by the accounts assistant saying that concerned record was lying with warden of the hostel who is on haj pilgrimage . Three page inquiry report prepared by the probing officer pinpoints other fishy affair, the report says, " accounts assistant of the hostel namely Abdul Hameed stands transferred to Rajouri Development Authority and the ne incumbent has not taken over the charge". The report further says that as per records 100 pairs of Hawai Chapels were purchased by the hostel authorities in the month of august 2011. As per the market rates, one pair of chapel costs only 65 rupees while as the hostel authorities have shown @ Rs 99/95 per pair. Not only this, the bills have been drawn in the name of "Cherry Blossom" boot polish while the inmates were never issued polishable boots in the previous years . The report further says, in the similar fashion, the bills have been drawn in the name of sugar quantity exceeding one quintal per month, while the cook of the hostel stated that only salty tea was served to the students, the statement was also endorsed by other staff members and students of the hostel. The inquiry report also says that washing soap, bathing soap tooth pastes and etc. were always purchased by the hostel authorities from the nearby army canteen but the vouchers have been got from the market showing exorbitant rates. The vouchers do not bear any serial number which seems to be fictitious . The report further says "on the perusal of bills in respect of food items for the months of Jan. and Sep. 2011, on being checked it was found that bills have been drawn for 100nos of eggs, 200 nos of bandhs and 100 nos of Samosa/Kichories per day for all the days of January, while all the parties, ie, inmates cook other staff members agreed that none of the above item was ever served in the hostel." The inquiry report also says that the hostel attendance register shows 100% attendance of the inmates round the year, but on being checked and inquired, it was found that 50 to 80 percent attendance was possible. The record shows 30 kg milk being purchased daily while the cook says only 15 kg is purchased in the hostel . Not only this, the inquiry report also says that the stock register has not been maintained properly . Apart from this , large number of loop holes have been identified by the inquiry officer in his report submitted to deputy commissioner Rajouri . However, no further action has been taken so far. |
