| Two HODs, Two Associate Profs disqualified from Standing Medical Board | | Dr Avinash v/s attendant row | | Early Times Report
Jammu, Dec 28: Two professors of Government Medical College have been expelled from Standing Medical Board while two others have been disqualified to be nominated as member of any Board for creating an incorrect medical report to pave way for Dr Avinash Soodan and creating indiscipline in the College.
According to sources, the Commissioner Secretary Health and Medical Education GA Peer vide a Govt Order number 672 HME of 2011 issued the other day, expelled HOD Orthopaedic Dr Sudesh Sharma and HOD Surgery Dr Rakesh Saraf from the Standing Medical Board of Govt Medical College, Jammu for a period of six months whereas Associate Prof Medicine Dr Anil Mahajan and Associate Prof Dr Manju Gupta have been disqualified to be nominated as member of any Medical Board/ Standing Medical Board for period of six months in future, the order said.
Meanwhile Principal, Govt Medical College, Jammu shall nominate the next faculty members in place of Dr Sudesh Sharma and Dr Rakesh Saraf in order of seniority of the concerned specialty as members of the Standing Medical Board with immediate effect, it added.
It is to mention that on the directions of the Administrative Deptt, Principal, Government Medical Jammu constituted a Special Medical Board to conduct thorough Medical Examination of Dr Avinash Soodan, PG student of Medicine Deptt, GMC Jammu, who is reported to have beaten one attendant of a patient admitted in GMC Jammu namely Nazir Ahmed s/o Kalamdin r/o Arokh, Ramban, causing him serious injury on May 14, 2011 leading to the lodging of FIR against Dr Avinash Soodan with his consequent arrest and suspension from P G Course.
The Special Medical Board so was constituted by the Principal, Government Medical College, Jammu comprised of Dr Aniece Chowdhary, Prof & HOD ENT as Chairman while Dr Sudesh Sharma, HOD Orthopaedic, Dr Rakesh Saraf, HOD Surgery, Dr Anil Mahajan , Assoc Prof Medicine and Dr Manju Gupta Associate Professor as members.
While Nazir Ahmed allegedly beaten by Dr Avinash Soodan was admitted in Intensive Care Unit on the other hand Dr Avinash Soodan also lodged counter FIR and managed MLC case against the injured Nazir Ahmed.
MLC record and the general case sheets of Dr Avinash Soodan were also summoned and perused by the medical board and it was recorded that as per the radiological /X-ray examination of Dr Avinash Soodan there is no bony injury.
After thorough medical examination of the Dr Soodan, final report as prepared by the Medical Board headed by Dr Aniece Chowdhary bearing the signatures of all Board members except Dr Sudesh Sharma was submitted to the Principal, Govt Medical College, Jammu on 26.05.2011, inter-alia concluding that Avinash has not sustained any injury. However, minor injury sustained if any which heals during the intervening period can not be ruled out.
The report was not signed by Dr Sudesh Sharma on the plea that his observation regarding soft tissue injury of right ring finger noted clinically by him also needs to be incorporated and projected in the final opinion.
Subsequently the four members of the said Medical Board including Dr Manju Gupta, Dr Anil Mahajan, Dr Rakesh Saraf, and Dr Sudesh Sharma entered into lawless collusion and prepared a second self style review report without any prior permission of the competent authority and submitted the same also to Principal, GMC, Jammu contradicting their earlier report duly signed by them and submitted to the GMC Principal.
Keeping in view the facts, findings and the seriousness of the issue involved, the Government took action against the all the four doctors and warned them to remain careful in future. |
