Wagoora sub-station under continuous terror threat: PGCL
Cash starved J&K power ministry told to reimburse security expenditure

Jammu, Dec 29: Central Electricity Regulatory Commission (CERC) has directed cash starved Power ministry of Jammu and Kashmir to reimburse money paid by Power Grid Corporation (PGC) to Central Industrial Security Force (CISF) for deployment of special security forces at Wagoora sub-station in Budgam district.
The direction has come in the wake of petition filed by Power Grid Corporation Limited (PGCL) before CERC seeking reimbursement of additional expenditure incurred by it towards deployment of special security forces at Wagoora sub-station located in Budgam district of Kashmir valley during the year 2009-10. Power Grid had submitted that Wagoora sub-station was facing severe law and order problem since its inception and is under constant threat of militancy and terrorism.
It maintained that CISF was provided at Wagoora sub-station for proper security of the assets and personnel deployed at the sub-stations and to ensure uninterrupted power supply to the beneficiates. Despite claims of Chief Minister Omar Abdullah of improve security scenario, Power Grid has stressed further said that here has not been any improvement in law and order situation and the sub-station was under constant threat of militancy during the period for which CISF was deployed.
PGCL informed CERC that to ensure safety of the sub-station, there is dire need to continue with deployment of CISF. Power grid submitted corroborative evidence in the form of copies of the newspaper report and correspondence with the security agencies to substantiate its claim of the prevailing law and order situation. It said that continued deployment of the CISF is also required to give sense of security and safety to the personnel working in the area.
In support of requirement of CISF at Wagoora sub-station and the fact that militancy related incidents in the Kashmir Valley have not completely abated, Power Grid even produced cuttings from the newspapers. To sum up, PGCL has justified need for deployment of CISF at Wagoora sub-station by stating that it was required to avoid damage to the government property, assets associated with Wagoora sub-station, which need round the clock guarding.
Power Grid has said that it has apprehensions that miscreants may damage some of the equipment at any point of time and the procurement of the same may take months together resulting in down time of vital equipments in the sub-station. To guard against any militant or sabotage activity at the sub-station which may totally disrupt evacuation of power from Uri Hydroelectric Project, Power Grid has said CISF is required.
Power Grid told CISF that it has incurred an expenditure of Rs. 386.84 lakh on account deployment of CISF personnel at Wagoora sub-station during 2009-10 and submitted auditor's certificate dated 6-7-2010 certifying the same. After carefully studying the petition of Power Grid and on the basis of available records, CERC observed that power grid needs to make special arrangements to ensure safety and security of its personnel and property, facilitating maintenance of continuous supply of electricity in the region.
It needs to be reiterated that commission had earlier vide its order dated 19-1-2010 in Petition No. 250/2009 allowed reimbursement of abnormal Operation and Maintenance expenditure incurred towards deployment of CISF at Wagoora sub-station in Northern Region for the year 2008-09.
