Is Delhi kidding Kashmiri separatists

Are the senior UPA leaders simply kidding the Kashmiri separatists? This question has assumed importance following fresh announcement by the Union Home Minister, Chidambaram in which he indicated that the centre was willing to hold talks with some separatists.Chidambaram has said "we are ready for talks if they are ready for talks."Have the separatists,especially those belonging to the camp of moderates, ever stated that they were opposed to the process of dialogue.In fact during the last five years these moderate separatists have been heard repeating their desire for settling the kashmir issue through the process of dialogue and through peaceful negotiations.Even the hardliners,headed by Syed Ali Shah Geelani,has voiced his favour for holding talks with New Delhi if India agreed to treat Kashmir as a dispute and all those who were detained were released.Against this the moderates placed no conditions.They simply wanted a formal invitation from the Government of India. During these years these separatists have been waiting for the Prime Minister or the Union Home Minister to set the stage for the talks but that has not been done.
Since middle of August last these separatists had been hoping to see New Delhi-separatists dialogue process getting resumed.This hope was the outcome of Prime Minister,Manmohan Singh's announcement in which he had stated that he was ready to hold talks with all shades of political opinion.He had stated from the ramparts of the Red Fort,during the Independence Day celebrations,that he was willing to hold talks even with those who were on the other side of the fence.His announcement was not followed by any move on the part of New Delhi as far as setting the stage for the dialogue with the separatists was concerned. Manmohan Singh's announcement was repeated,in one form or the other,by other central Government leaders.However,since 2006 the process of talks with the separatists continues to remain under the carpet.Even after having felt insulted by the carrot and stick policy adopted by the Congress led UPA Government separatists belonging to the camp of moderates are prepared to hold talks with Prime Minister or the Union Home Minister.
They do not treat repeated invitation from three interlocuters,when they were on a mission in Jammu and Kashmir,for talks as a genuine exercise on the plea that the interlocuters were not a decision making body but a body that had the job of recommending measures for addressing internal dimensions of the Kashmir issue to the Government of India.And the separatists are not prepared to treat settling the internal dimensions of the problem as settlement of the Kashmir issue.These separatists,while favouring resumption of dialogue with the Government of India,believe,that too firmly,that the Kashmir issue cannot be resolved through bilateral but through trilateral parleys.They believe that since Pakistan is a party to the dispute it was mandatory for the separatists to hold talks not only with New Delhi but with Islamabad too.Here lies an excuse for New Delhi for toughening its stand on the issue of resumption of dialogue with the separatists.Gradually an impression has gone round the camp of separatists who have started believing that the Congress led Government was deliberately trying to sideline "Us." But they make it clear that separatists can never become irrelevant to the issue of Kashmir and suggest to New Delhi to resolve the problem through tripartite talks in the interest of peace and stability in the south Asian region.
