Thefts, chain snatching incidents rise; "militant violence comes down in 2011" | | | Early Times Report JAMMU, Jan 2: Notwithstanding the sharp increase in thefts, incidents of chain snatching and other criminal activities, DGP Kuldeep Khoda today claimed that the year 2011 saw lowest violence in the 22 years of militancy in the state. 2011, which ended only two days back, witnessed an increase in thefts in houses and shops. Several shops were burgled in a single day at Vijaypur some time back. In Jammu too, thieves broke into residential houses and shops on several occasions last year despite heavy presence of cops on roads at night. The incidents of public harassment also showed an upward trend on the city police nakas. This showed that the cops did not adhere to the DGP's instructions to behave friendly with people during checking on roads. Chain snatchers writ also ran large on the city roads in 2011. Women got so scared that they stopped going out in markets during night hours. All this happened despite the presence of "alert" and "valiant" cops on the roads. A record 37 incidents of chain snatching took place here last year. Khoda said in a significant decline in terrorist violence in Jammu and Kashmir, around 190 incidents were reported in 2001, the lowest in the last 22 years of militancy in the state. "As a result of our combined efforts, there has been discernible improvement in the situation. The militancy related incidents continue to show a dwindling graph and were lowest-ever during the last 22 years of militancy," he claimed. Terrorist violence this year dropped to an all time low of around 190 incidents as compared to 368 cases last year. The year 2011 witnessed a sharp drop of 47 per cent in terrorist violence cases as compared to last year. Jammu witnessed 74 per cent drop whereas Kashmir witnessed 33 per cent drop in terrorist violence as compared to last year, he added. 37 militancy incidents were reported in Jammu this year, while Kashmir witnessed 152, he said. "As many as 159 people, including 99 terrorists, were killed this year as compared to 323 last year in the state during the same period showing a dip in killings by over 55 per cent," the DGP said. Against 41 civilians killed last year, as many as 28 died in 2011 during the same period. Similarly, against 66 security force personnel killed in 2010, only 31 died in 2011. This year, 99 militants were killed, while 217 were killed last year, he said. He said 13 districts of Jammu and Kashmir had reported militancy incidents in a single digit, while three districts recorded no militancy cases. Budgam witnessed only three militancy incidents followed by four in Kulgam, five in Anantnag, eight in Shopian, eight in Ganderbal and eight in Bandipora. Thus a total of 36 incidents were reported in six districts of Kashmir. While in Jammu, eight militancy cases were recorded in Kishtwar, five in Ramban, six in Doda, four in Poonch, two in Rajouri and one each in Jammu and Udhampur districts. No militancy incident was witnessed in Reasi, Samba and Kathua in Jammu region, he added. "We have not steered out of the terror morass as yet. It continues to be a big challenge. Along side other security agencies, we have been shouldering this responsibility with valour and professionalism," Khoda said. "The year 2011 emerged as a watershed year in Kashmir, rekindling a new hope for peace and normalcy. It was a year that reinforced people's deep longing for peace, their urge to breath in a tension-free environment and their immense faith in the institutions necessary for peaceful and orderly society," he added. Also, there was a drop in grenade attacks, explosions, rocket attacks and firing incidents. 21 grenade attacks were reported this year as compared to 31 last year, he said. |
