On backfoot, govt says 5 CISF men won't get immunity under AFSPA | FIR lodged, 'exemplary action' sought from HM | | Early Times Report Jammu, Jan 2: Caught unawares at a time when it was riding high on the wave of 'peaceful 2011', the government found itself on the back foot with Boniyar incident almost deflating its claims. Losing no time, on a defensive note the government said that all the arrested Central Industrial Security Force (CISF) personnel involved in the firing incident at Boniyar in Uri do not fall under the purview of Armed Forces Special Powers Act (AFSPA) and therefore will not get immunity under the Act. In a hurriedly convened press conference, government deputed Home Secretary, B.R Sharma to 'clear the air' before any uproar and opposition criticism surrounded the former. The Home Secretary said that an FIR has been lodged against the NHPC men and they will have to face the law of the land. On a highly defensive and clarifying note, Sharma said that the Central Industrial Security Forces (CISF), whose troops opened the fire, are not part of the CI (Counter Insurgency) Grid Operating in J&K and have been deployed by the NHPC exclusively for the security of their installations across the State. In what can also be seen as unnerved over the sudden incident the State Government has also taken up the matter with the Union Home Ministry . "The government has lodged serious protest and demanded stern exemplary action against the delinquent officers", the Home secretary said while speaking to media. In a gesture that can be looked as indulging in 'blame game', according to the government, the protest was against the NHPC and they should have sought the assistance of the local police to deal with the situation rather than dealing with it on their own. "An FIR No. 01/2012 has been registered at police station Bonyar against Sub-Inspector Krishan Thapa, Havaldar Dwarka Prashad, Constable Raju Ranjan, Constable Ajay Singh and Constable Mohammad Shabir, who have been arrested in the case", Sharma said. He said that they have reports that there have been issues between the locals and the NHPC officials in the past and they are being investigated to know the reason for today's incident. "Government has expressed deep regret on the tragic firing incident at Boniyar, Baramulla we have taken up the issue with the Union Home Ministry in this regard. Every possible action will be taken against the soldiers and officers involved in the incident", Sharma said. Giving details, Sharma said that the residents of Rampora and Guntamula villages of tehsil Uri, which falls under district Baramulla were protesting against the NHPC and the firing incident occurred between 13:00-13:30 pm. "It resulted in death of death of Mohammad Altaf Sood s/o Bashir Ahmad r/o Boniyar, Baramulla. Two persons Parvaiz Ahmad s/o Ghulam Hassan r/o Boniyar, Baramulla and Abdul Majid s/o Wali Mohammad r/o Boniyar, Baramulla have received injuries, out of which one person has been discharged", he said. Sharma said that Deputy Commissioner and SSP Baramulla immediately rushed to the spot to take stock of the situation. "MoS Home Nasir Aslam Wani, Minister for PHE, Taj Mohi-Ud-Din and Director General of Police (DGP), Kuldeep Khoda also reached the spot in the evening", he said. |
