NHPC owes 295 Cr to PDD Kishtwar

KISHTWAR, Jan 3: In what could be seen as a neglected approach on part of various officials of Power Development Department (PDD) posted in Kishtwar District from time to time, National Hydroelectric Power Corporation (NHPC) Ltd. unit Dul-Hasti Kishtwar owes rupees Two Hundred Ninety Three Corers, Thirty Two Lacs, Forty Nine Thousand and Six Hundred (Rs. 29532.496 Lacs) to PDD Kishtwar on account of power usage charges used by the NHPC during construction of 390 MW Dul-Hasti Power Project in Kishtwar District and thereafter.
Subash Chander Sharma Superintendent Engineer (SE) PDD Kishtwar Circle confirmed the debt. He said the department had initiated the process of recovery of the said amount from NHPC unit Dul-Hasti Kishtwar. He said that a letter had been already sent to General Manager NHPC Kishtwar seeking payment of the amount.
However Sharma did not mention the period from which the bills are pending with NHPC. He said that despite the lapse of more than one month, the department has so far received no official communication from NHPC Kishtwar. "The PDD is waiting for the official communication over the issue", he said.
Sharma said that in its previous communication, NHPC stated that the amount on account of power bills have been deducted from the power tariff bills sent by NHPC to state government on account of power purchase by the state government from Salal Power Project owned by NHPC.
However, NHPC did not submit any such document to prove the claim. He said that in case NHPC officials at Kishtwar fail to prove his point, the department will take up the matter with higher ups.
Pertinent to mention NHPC unit Dul-Hasti Kishtwar withdraws the power from state pool and is liable to pay all its power bills to state government through concerned PDD department at commercial rates. The PDD is totally dependent on 132 KV transmission line of NHPC for power in Kishtwar District since PDD department in most parts of the Chenab region has no transmission line through which the department can supply the power to local populace.
