"No prize postings for rude DySP Kakkar' | | | Sumit Sharma JAMMU, Jan 3: Taking serious note of the manner unwarranted behavior from Dy SP Mukesh Kakkar, the MLC Naresh Gupta who had moved a breach of privilege motion against him in his communication has urged Home Commissioner not to place him on a privileged and prized posting, sources said. 'Mukesh Kakkar, presently DySP Railways, being a rude person should not be given prize postings hence forth, MLC Naresh Gupta has urged in his complaint which was submitted to Home Commissioner and the copy of same has been communicated to the DGP Police Kuldeep Khoda too for his perusal, they added. MLC Naresh Gupta when contacted confirmed the reports and said that said officer has not submitted the report to the Legislative Council till today. "With the elapse of one day, DySP has two days left to tender his written apology, MLC Gupta further said who had moved a breach of privilege motion against DySP Mukesh Kakker for using inappropriate and filthy language against him over a phone. Pertinent to mention here that the Privilege Committee of Jammu and Kashmir Legislative Council (LC) asked a Deputy Superintendent of Police (DSP) to submit his apology in writing so that the breach of privilege proceedings against him could be dropped. The Privilege Committee meeting of state Legislative Council held under the chairmanship of MLC Naresh Kumar Gupta on Monday has decided that the official should submit his apology in writing so that the panel could recommend for dropping of breach of privilege proceedings against him. The controversy between DySP Mukesh Kakkar and MLC Naresh Gupta erupted when latter inquired about the reason of an alleged illegal detention of a youth from Doda. DySP allegedly used filthy language against MLC. The incident took place when DySP Mukesh Kakker was SDPO Narwal. Sources said that MLC rang up the said ;police officer when some persons from Doda reportedly approached him alleging that a Doda based youth was illegally detained by DySP Mukesh Kakkar for the last four days and allegedly demanding money to release him. The said officer taking adventage of his position and rank shifted the detained youth to Udhampur police," sources added The MLC from Doda region rang him up but to his surprise the police officer instead of behaving decently and properly as a senior police officer of a DySP rank spoke rudely and used inappropriate words to the Member of Legislative Council which is an attack not only the personal dignity and self esteem but also on the House. Meanwhile sources further said that Mukesh Kakkar who is supposed to tender apology before Legislative Council panel through Home Commissioner, is opting every source including MLAs and Ministers to approach the MLC Naresh Gupta who took the matter seriously and had moved a breach of privilege motion against him. Sources further said that it was not the first time DySP Mukesh Kakkar used inappropriate and filthy language but has many complaints registered against him, but being blue eyed person he managed to slip each time. |
